    What Success Looks Like In This Job

     

    The Fiscal & Grant Compliance Coordinator provides high-level fiscal leadership and oversees all financial operations, contract compliance, and audit readiness for the program. This role ensures full alignment with the Head Start Act, Head Start Program Performance Standards, OMB Uniform Guidance, Colorado child licensing financial requirements, State/County contracts, UPK rules, CACFP requirements, and all additional funder obligations. The Fiscal and Grants Coordinator leads annual budget development, cost allocation, financial analysis, and internal controls while monitoring spending across all funding streams to ensure accuracy, transparency, and strong fiscal stewardship. This position serves as the fiscal advisor to the Head Start Administrator and acts as a key liaison with funding agencies, auditors, and County finance partners.

     

    Examples of Duties for Success

     

    1. Strategic Fiscal Leadership

    + Serve as the fiscal advisor to the Head Start Administrator, providing data-driven recommendations, forecasting, and financial modeling.

    + Lead development of annual operating budgets to ensure alignment with program goals, service plans, and funding requirements.

    + Present monthly financial statements, In-Kind reporting, and fiscal updates to the Policy Council, program leadership, County partners, and oversight bodies.

    + Evaluate the financial implications of program changes, staffing decisions, and strategic initiatives.

    2. Financial Operations & Grant Accounting

    + Oversee monthly financial statements, internal fiscal reports, and reconciliations for accuracy and timeliness.

    + Manage personnel time tracking, labor distribution, timecard reconciliation (including 10-month schedules), and payroll compliance.

    + Review and approve accounts payable entries, purchase requisitions, purchase orders, P-Card reports, and employee reimbursements.

    + Conduct monthly budget-to-actual analysis, investigate variances, and ensure expenditures align with all grant requirements.

    + Lead year-end fiscal closeout processes for all funding streams (OHS, CACFP, UPK, County, Buell, IY, etc.).

    3. Grant, Contract, & Funding Compliance

    + Develop and maintain systems for grant budgeting, cost allocation, and tracking of all allocations and allowable expenditures.

    + Lead preparation of all grant budgets, budget narratives, amendments, and annual cost projections.

    + Submit drawdowns, reimbursement requests, and cash requests to federal, state, and county funders.

    + Track UPK revenue and expenditure monthly; ensure alignment with state eligibility, enrollment, and reporting requirements.

    + Maintain all compliance documentation required for each grant, contract, and funding source.

    4. Financial Reporting, Monitoring, & Audit Readiness

    + Prepare and submit required Federal Financial Reports (FFRs), property reports (SF-429/SF-428), and all monthly/annual reports.

    + Create and maintain master fiscal files that support compliance and audit readiness.

    + Serve as the primary fiscal contact for external monitors, auditors, County finance, and state oversight agencies.

    + Prepare audit samples, support auditor inquiries, and ensure corrective actions are completed in a timely manner.

    + Conduct trend and scenario analysis, cost/benefit analysis, and long-term projections for planning and decision-making.

    5. Internal Controls, Systems Oversight & Process Improvement

    + Develop and maintain fiscal policies, procedures, and internal controls that meet Federal, State, and County standards.

    + Champion continuous improvement by identifying process gaps and implementing system enhancements to strengthen compliance.

    + Oversee creation of workplans, workbooks, fiscal tracking tools, and standardized monitoring systems.

    + Train staff annually—and as needed—on fiscal procedures, documentation expectations, procurement, and grant compliance requirements.

    6. Collaboration & Communication

    + Meet regularly with the Head Start Administrator, program leadership, and supervisors to discuss fiscal status, trends, and strategies.

    + Provide monthly financial updates to program supervisors and support data-informed decision-making.

    + Serve as the fiscal liaison to state financial manager meetings, County budget planning, and funding agency technical assistance sessions.

    + Foster strong working relationships with internal teams, external partners, and oversight bodies.

    + Strong knowledge of OMB Uniform Guidance, federal cost principles, and grant compliance.

    + Ability to analyze financial data, forecast trends, and model scenarios.

    + Ability to work independently, manage multiple priorities, and meet strict deadlines.

    More Qualifications for Success

     

    Education & Experience

     

    + Certified public accountant or has, at a minimum, a baccalaureate degree in accounting, business, fiscal management, or a related field.

    + 3+ years of progressive experience in grant accounting, fund accounting, or nonprofit/government finance.

    + Experience with Head Start, UPK, or other complex multi-funded programs strongly preferred.

    + Demonstrated experience preparing and managing budgets exceeding $5M preferred.

    + Valid Colorado Driver's License and Proof of vehicle insurance

    + A Motor Vehicle record check will be conducted
