    About this Unit:

    This position resides in the Department of Human Services within the Division of Food and Energy Assistance (FEAD).

     

    The Food Distribution Programs (FDP) unit administers United States Department of Agriculture (USDA) nutrition programs, currently providing more than $70M in food to alleviate hunger in Colorado. The USDA Foods programs include the National School Lunch Program (NSLP), Summer Food Service Program (SFSP), Child and Adult Care Food Programs (CACFP), Department of Defense (DoD) Fresh Fruits and Vegetables Program, The Emergency Food Assistance Program (TEFAP), and the Commodity Supplemental Food Program (CSFP) called Everyday Eats in Colorado. FDP also has responsibility for mass and disaster feeding programs and a variety of grant programs related to emergency hunger relief and local agriculture.

     

    Administration of these programs includes contracting with nonprofit, for-profit, and other government entities to order, warehouse, and distribute USDA Foods, monitoring, creating policy and procedures, statewide training, evaluation, and support. Core external partners include food banks, food pantries, commercial warehouses and third-party logistics, county government, the USDA, school districts, childcare centers, and food processors.

     

    FDP operates a warehouse for NSLP USDA Foods, which includes receiving, storing, and distributing frozen and ambient foods to 200 school districts and childcare centers across the entire state.

    Primary Job Duties

     

    Program Operations - As the delegated staff authority, CDHS leadership relies upon this position to manage the state’s Commodity Supplemental Food Program (CSFP), called Everyday Eats in Colorado.

     

    + Interprets Federal regulations, State policy and USDA guidance memos to provide program guidance, training, direction, and clarification to management, Sub-distributing and recipient agencies, participants, and the public.

    + Utilizes federal regulations to author and implement the CSFP Policy and Procedure Manual and Standard Operating Procedures.

    + Authors and maintains the State Plan with the FNS regional office; ensure that policy changes are included.

    + Designs, develops, and implements program processes to allocate funding, food resources, and oversight.

    + Develops business strategies to improve contracted agencies’ program efficiency and effectiveness.

    + Oversees annual distribution of CSFP USDA Foods, which includes travel for site visits.

    + Creates contract Scope of Work for Sub-distributing Agencies and coordinates with Contract Analyst on the annual distribution of Federal Administrative funds using performance based contracting model.

    + Develops systems, strategies, and methods to evaluate attainment of CSFP goals.

    + Works across state departments and divisions/ offices including the Office of Aging, State Demographer’s Office, OIT and Communications on programmatic challenges.

     

    Client Certification and Caseload Management - Reviews participant certification procedures and caseload management of each Sub-distributing Agency.

     

    + Creates strategies to ensure eligible Coloradans are accessing Everyday Eats in a way that ensures that enough clients pick up a food package each month to meet 95-100% of assigned caseload.

    + Develops strategies to communicate CSFP information to agencies and the public.

    + Analyzes site level data to develop strategies for outreach.

    + Analyzes demographic data and community assets to assure clients have access to sites in high need areas.

    + Submits monthly caseload reports to USDA.

    + Gains a deep understanding of the client perspective and shapes Everyday Eats to meet their needs and preferences.

     

    Program Auditing and Compliance - Determines methodology and systems to monitor program compliance of agencies distributing Everyday Eats per State caseload.

     

    + Designs and implements program standards through interpretation of Federal Regulations, State policy, warehousing best practice, historical practices, and business theory.

    + Conducts Management Evaluations (MEs) of Sub-distributing Agencies and eligible recipient agencies. This includes scheduling MEs, evaluating the agencies, communicating areas of non-compliance, and administering sanctions.

    + Travels to agencies throughout Colorado including remote locations to review each agency against set standards for compliance with federal guidelines.

    + Determines those practices not in compliance and implements Corrective Action Plans to address the issues.

    + Monitors Corrective Action Plan responses for compliance.

    + Develops strategy to continuously monitor problematic policy areas with recommendations to improve.

    + Performs fraud investigations by identifying program violations inclusive of USDA theft and conducting on-site interviews with pertinent individuals.

    + Cooperates with the Office of State Auditor and USDA’s Management Evaluation processes for program audits.

    Training and Communication - Prepare relevant training materials

    + Identifies subject areas in need of training for contractors, including innovation by analyzing management evaluations, client feedback and federal regulations.

    + Develops strategies to communicate CSFP information to agencies and the public.

    + Creates both in person and virtual on-demand training geared for adult learners for Subdistributing and Recipient Agencies on a wide variety of program topics.

    + Creates and delivers presentations through webinars, groups, conferences and 1:1 which includes travel statewide.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Comparative Analysis Process – Structured Application Review:

    After minimum qualification screening, which could include a skills test, the comparative analysis process will involve a review and rating of all the information you submit.

    Document your work experience/job duties to the extent to which you possess the skills, education, experience, minimum qualifications, and preferred qualifications:

    Answer all supplemental questions (if listed) as your answers to these questions will be evaluated during this phase. Provide at least 4-8 sentences for each response to supplemental questions.

    Supplemental Questions:

    Answer the supplemental questions on the application completely and thoughtfully. Your answers may be rated based on the content of your response and your writing skills (spelling, grammar, and clarity of your writing).

    Experience Only:

    Seven (7) years of relevant experience in administering or supporting Federal or State Nutrition Assistance Programs. Interpreting USDA and state regulations, policy memoranda, and guidance to develop program policy and procedures. Monitoring and auditing program compliance and identifying corrective actions. Working with data systems and spreadsheets to track inventory, monitor participation, and support ordering decisions. Providing technical assistance and training to external partners and stakeholders.

    Education and Experience:

    A combination of related education in Nutrition & Dietetics, Public Health & Administration, Social Work, or Business Administration and/or relevant experience in administering or supporting federal or state nutrition assistance programs. Interpreting USDA and state regulations, policy memoranda, and guidance to develop program policy and procedures. Monitoring and auditing program compliance and identifying corrective actions. Working with data systems and spreadsheets to track inventory, monitor participation, and support ordering decisions. Providing technical assistance and training to external partners and stakeholders.

    Preferred Qualifications:

    + Excellent verbal and written communication to a wide variety of internal and external partners from CEOs to pantry clients.

    + Excellent organizational skills including but not limited to workload monitoring, prioritizing competing demands, reviewing contractor reports for accuracy and performance, and project management.

    + Excellent judgment and decision-making skills such as interpreting federal and state policy or managing contractor performance issues.

    + Excellent computer skills, for desktop and mobile office productivity applications, databases, and spreadsheet programs.

    + Ability to balance Federal and State guidelines with the needs of multiple stakeholders.

    + Ability to creatively analyze and interpret information necessary to make decisions.

    + An interest in hunger relief, federal nutrition assistance programs, or serving older adults.

    + COWINS Partnership Agreement: Relevant years of State service should be considered as a preferred qualification and given weight under the process. Part-time relevant years of State service will be prorated.

    + TRANSFERS ONLY: Relevant years of State service will be considered as a preferred qualification and given the weight of at least 15% of the overall score under the process.

    + Relevant years of State service contribute to a candidate's position-related knowledge, skill, ability, behavior, or other posted competency
