The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Network Communication Section . This job title has an assigned pay grade of TS-320. Req. 215957
The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This position directs the Edge Operations section within the Office of Technology Services (OTS) – Network Communication Services. This role is critical to the effective delivery and management of network and voice services to over 1,200 sites and 50,000+ users across state government. The incumbent is responsible for managing critical and highly complex network and voice infrastructure that supports mission-critical statewide connectivity between remote offices, agencies, cloud providers, and the state’s data centers. This essential role involves overseeing multiple teams, ensuring operational excellence, maintaining cost recovery through rate setting, and driving strategic direction for edge connectivity services while coordinating closely with other NCS units and external vendors. This director works with Core Operations and Service Management to ensure timely and effective delivery and support of connectivity services for all supported state agencies and partner organizations.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Eight years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus six years of experience in information technology or administrative services; OR
An associate's degree in information technology plus six years of experience in information technology or administrative services; OR
A bachelor’s degree plus six years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus five years of experience in information technology or administrative services; OR
A master’s degree plus five years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
Direct Operations of Edge Communications Infrastructure
•Directs a highly complex section of OTS composed of multiple organizational units focused on WAN, LAN, VoIP, and cloud edge connectivity for all consolidated agency sites statewide.
•Oversees teams responsible for highly complex network design, provisioning, optimization, Tier 2/3 incident response, and project management for new sites, relocations, and upgrades.
•Collaborates with Core Infrastructure and Service Management Directors as well as EUC staff on incident resolution, service delivery and complex project execution.
•Ensures efficiency in unit operations by monitoring assignments, addressing performance concerns, and supporting organizational improvement.
•Oversees emergency and high-priority network change processes through participation in change control boards.
•Manages vendors supporting WAN circuits, MPLS, broadband, and voice trunks at remote sites. Reviews vendor performance and escalates issues as needed.
Budgeting, Procurement & Financial Oversight for Edge Services
•Develops and maintains the budget for edge networking services; supports cost allocation and ensures financial sustainability.
•Directs the development of service lines and rate structures to ensure cost recovery.
•Supports the procurement and contracting strategies for WAN and cloud connectivity solutions, including vendor engagement and compliance.
Personnel & Organizational Management
•Directs the work of unit managers by evaluating performance, providing coaching, and managing staffing levels and workload distribution.
•Conducts regular staff meetings to address technical issues, personnel matters, and operational goals.
•Ensures that teams are trained on emerging technologies, tools, and processes to maintain effective service delivery.
•Guides technical direction and organizational priorities for internal network operations.
Strategic Planning and Governance
•Leads the development of short- and long-term plans, network policies, and connectivity standards across the edge domain.
•Analyzes the impact of federal, state, and local policies on edge networking operations.
•Coordinates with OTS executives to align section priorities with statewide IT strategy.

Appointment Type: This vacancy will be filled by the promotion of a current permanent status classified employee of OTS.
