    Make a statewide impact in public health as the Tobacco Prevention and Control Manager with the Louisiana Department of Health. Funded through the CDC’s Core Tobacco initiative, this role sits within the Bureau of Chronic Disease Prevention and Healthcare Access and supports the Well-Ahead Louisiana mission to improve health outcomes and reduce disparities, especially in rural and underserved communities. You’ll lead and monitor key tobacco prevention and cessation efforts, oversee grant performance and strategic plan progress, and help shape policies and programs that move Louisiana toward a healthier, tobacco-free future.

    Minimum Qualifications

    Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    Tobacco Core Grant and Tobacco Quitline Grant Administration and Management

     

    + Successfully track and ensure execution of the work plan annual objectives and activities for Tobacco Core grant. Provide functional supervision to the Cessation Coordinator in the tracking and execution of Tobacco Quitline grant work plan annual objectives and activities as well as Cessation activities included in the Tobacco Core grant. Develop current and long-range plans, policies and procedures for administering statewide tobacco program that are aligned with other BCDPHA programs and interventions. Administer and manage all grant requirements, reporting, and budget tracking, submitting all required grant reporting in a timely manner.

     

    Strategy and Partner Development and Management

     

    + Maintain subject matter expertise and knowledge of the most current data, trends and best practices as it relates to all areas of tobacco control. Provide support to the Division Manager for Health Policy and Tobacco Control in the management and leadership of the Louisiana Tobacco Coalition (LTC). Track progress of LTC coordinated strategic plan goals, and actively participate in statewide strategic planning efforts and reporting.

     

    Staff Management

     

    + Provide supervision to tobacco prevention team members. Perform annual planning and evaluation sessions. Approve time and leave request.

     

    State, Municipal and Organization Level Policy

     

    + Collaborate with the Division Manager for Health Policy for the development of tobacco-related policy proposals, and research and writing of tobacco related legislative reports. Collaborate with the Division Manager for Health Policy in providing education to legislators regarding the implementation of tobacco-related policies.

     

    Mass Reach Communications and Other

     

    + Collaborate with the Communications Team to ensure mass communications activities in the grant work plan are appropriately executed and to ensure all tobacco related communications pieces (web, print, and social) are maintained with updated data.
