    The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Network Communication Section . This job title has an assigned pay grade of TS-320. Req. 215960

     

    The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

     

    This position directs the Service Management team within the Office of Technology Services (OTS) – Network Communication Services. This role is critical to the effective delivery and management of network and voice services to over 1,200 sites and 50,000+ users across state government. This team enables and supports a highly complex multi-million-dollar portfolio of critical voice and data services through vendor contracts, billing, procurement, invoice processing, customer engagement, audit coordination, and service information management. The incumbent is responsible for managing frontline support for all network and voice service requests, including customer inquiries, service requests, vendor coordination, and the full lifecycle of quote, order, provisioning, and billing of services. This director works closely with Edge Operations and Core Operations to ensure timely and effective delivery and support of connectivity services for all supported state agencies and partner organizations.

     

    The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

     

    + Overseeing the state’s capital construction program

    + Working to provide state and federal grants for community development

    + Development of the state budget

    + Providing technology services

    + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services

    + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

    Minimum Qualifications

    Eight years of experience in information technology or administrative services; OR

     

    Six years of full-time work experience in any field plus six years of experience in information technology or administrative services; OR

     

    An associate's degree in information technology plus six years of experience in information technology or administrative services; OR

     

    A bachelor’s degree plus six years of experience in information technology or administrative services; OR

    A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus five years of experience in information technology or administrative services; OR

    A master’s degree plus five years of experience in information technology or administrative services.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

    Job Duties and Other Information

    Job Duties:

    Directs Consulting and Service Provisioning

    •Directs the activities of the NCS Service Delivery team responsible for network and voice service consultation, project management, and vendor service provisioning.

    •Oversees the quote-to-order process for service implementations and changes, including gathering customer requirements, soliciting quotes from vendors, tracking orders, provisioning services, and coordinating installations.

    •Coordinates closely with Edge and Core Operations teams on highly complex projects for new sites, relocations, and system upgrades. Provides consultation services during project planning to ensure that appropriate service options and detailed cost analyses are provided to the customer. Coordinates service delivery and testing with vendors and other NCS teams.

    •Monitors vendor service levels and ensures adherence to contractual commitments and performance expectations.

    Directs NCS Business Support

    •Oversees statewide billing operations for all telecommunications and network services. Requires advanced knowledge of two highly complex billing systems through which NCS lines of service are billed.

    •Coordinates with OFSS to assist with vendor invoice processing and validation to ensure fiscal accountability for all telecommunications lines of service.

    •Collaborates with the Applications team, OFSS, and vendors to manage and improve the telecommunications billing system platform.

    •Works with OTS VPM section to coordinate monthly billing for OTS proper lines of service.

    •Manages vendor relationships and contract performance. Coordinates with DOA legal and procurement teams to ensure contract compliance and lifecycle management.

    •Directs purchasing operations for network and voice-related assets and services. Ensures that every expenditure is recovered from the appropriate line of service and that OFSS expenditure reporting is thorough and accurate.

    •Oversees management of official NCS property records. Works with OTS Property team and LPAA as needed for property certifications.

    Financial Management

    •Works with Core Operations and Edge Operations directors to manage NCS finances in two different highly complex cost allocation systems, ensuring that revenue and expenses are allocated correctly and stay balanced in both.

    •Leads rate development for new NCS services.

    •Oversees cost recovery modeling, budgetary forecasting, and financial reporting for NCS services.

    •Ensures the alignment of service offerings and costs with customer needs and state standards.

    Information Management

    •Leads the team responsible for managing NCS public and internal documentation libraries, complex workflow development, and process automations.

    •Manages development of training materials and workshops/presentations to share information about NCS services with customers.

    •Oversees the Statewide telephone directory.

    Personnel & Organizational Management

    •Directs the work of unit managers by evaluating performance, providing coaching, and managing staffing levels and workload distribution.

    •Conducts regular staff meetings to discuss customer feedback, operational concerns, and team performance.

    •Ensures that teams are trained on emerging technologies, tools, and processes to maintain effective service delivery.

    •Guides technical direction and organizational priorities for internal network operations.

    •Works closely with other NCS Directors and Managers to define and continuously improve workflows for the section to ensure that all NCS services are delivered quickly as requested and that service interruptions are resolved timely.

    Reporting, Strategic Planning, and Governance

    •Prepares regular reports on incident trends, service request volumes, provisioning timelines, and vendor performance.

    •Participates in change management and disaster recovery planning activities relevant to network and voice operational support.

    •Collaborates with other directors and OTS leadership to align support operations with broader strategic goals and technology direction.
