    WILDLIFE AND FISHERIES TECHNICIAN SUPERVISOR/ WHITE LAKE

    This is a position responsible for supervising facility management, collection of biological research data, and maintenance/development projects on or associated with the 71,905-acre White Lake Wetlands Conservation Area (WLWCA) in Vermilion Parish. This position will also have a great deal of interaction with the public in the form of lottery hunting, fishing, educational activities, ecotourism and corporate business functions. This position will oversee and review the day to day work of lower level technicians and contract employees and will assign tasks as needed. Incumbent will make sure that all jobs performed by subordinates under his supervision are done so in a safe manner and will report any personnel matters or safety concerns to management immediately. The Incumbent of this position will implement all marsh management plans as outlined by management, make recommendations to the Biologist Manager concerning the hiring of contract labor to meet our labor needs during the waterfowl season and will be responsible for maintaining accurate timesheets for contract labor employees. The Technician Supervisor's areas of responsibilities are subordinate to a Biologist, but this position directly supervises lower level Technicians. This position assigns and supervises tasks as needed to accomplish goals.

     

    Physical Demands: Moderate to strenuous physical exertion is required for such activities as climbing, lifting objects over 50 pounds, crouching or crawling in restricted areas or in inclement weather. Weekend work, overnight stay and early morning departure is required, as well as day and night work in boats and airboats is required.

    Minimum Qualifications

    Three years of experience in wildlife or fisheries management, research or conservation; forestry; land management; agriculture; commercial fishery; environmental science; or operation of heavy mobile equipment; OR

     

    Ninety semester hours with eighteen hours in a biological, marine or environmental science, wildlife or fisheries management or research, agriculture, commercial fishery or forestry; OR

     

    A bachelor’s degree in a biological, marine or environmental science, wildlife or fisheries management or research, agriculture, commercial fishery or forestry.

    Job Duties and Other Information

    JOB DUTIES

    Some of the duties of this position are:

    + Supervises employees' activities on WLWCA and maintenance and development of WLWCA and associated facilities. He/she must also take mandatory supervisor training and continuing education in order to keep current with agency policy and procedures for supervisors. This requires oversight of subordinates’ work schedule and activities, involving maintenance of vehicles, all-terrain vehicles, vessels, pumps, pipes, trails, paths, parking areas, trenasses, ponds, lodge and facilities by mowing, grading, ditching, cleaning, etc. Implements and supervises maintenance and minor repair projects that may include basic carpentry, plumbing, electrical, welding, and mechanical duties. He/she is responsible for ensuring that the WLWCA boundaries are properly marked and maintained.

    + In addition to oversight and supervision, this position is responsible for completing the various work tasks at WLWCA by leading or assisting subordinates. He/she will provide waterfowl and fishing guide service to lottery and corporate hunters and fishermen on weekdays and weekends. This position will be responsible for organizing hunting and fishing at WLWCA, including contacting and scheduling contract workers, working with contract work agency, completing timesheets for contract workers, buying supplies, transporting personnel, and any other related tasks. This position requires a United States Coast Guard Merchant Mariner Credential at or above the Master 25GRT Rating for day and nighttime transport of employees and all types of guests. Maintenance and renewal of all necessary certificates, training, and credentials are required. Overnight stay on the island is required when guests or contract workers are present.

    + Supervises land stewardship and habitat management practices on WLWCA. Assists in and supervises the control of nuisance animals and noxious vegetation, as well as assisting with the monitoring of oil and gas exploration and the impacts of same on the environment. Supervises the operation of water management structures and pumps, and monitors and manipulates water levels and salinities in accordance with approved water management criteria and/or instructions from biologists. This person must also supervise the upkeep and maintenance of levee systems on water management areas. He/she must obtain and maintain the LDAF Commercial Applicator Certification and LDAF Certified Prescribed Burn Manager-Marshland Certification.

    + Assists with and supervises the collection of biological data, via hunter bag checks, fishing creel checks, water level and salinity data. He/she assists with the management of public lottery hunts, corporate hunts, birding groups, school groups and other ecotourism and education activities. Incumbent assists with the collection and harvest of alligator eggs and wild alligators. He/she monitors wildlife populations for sick and diseased animals and participates in the collection of various species of wildlife for taxonomic, disease and health studies. Monitors special use permits for activities associated with the White Lake WCA.

    + Responsible for overseeing and monitoring staff acquisitions, purchasing supplies and equipment, vehicle/vessel use and maintenance logs, preparation and accuracy of monthly activity reports, approving leave, time sheets, and meal and travel reimbursements, as well as conducting and overseeing inventory review and disposal. He/she must coordinate staff attendance at safety meetings and host reconnaissance trips for civic and youth groups, interagency groups, LDWF supervisory and administrative staff, etc. This person also conducts other duties as may be assigned by supervisory and administrative staff.

    POSITION- SPECIFIC DETAILS:

    Appointment Type:Job appointment, probational appointment, promotional, or detail to special duty. If filled as a job appointment, there is a possibility that this position may be converted to a probational appointment should funding become available. Current permanent status classified state employees may be required to accept a probational appointment if selected.
