    Summary This position is assigned to the Recreation Division; Morale, Welfare and Recreation (MWR) Department; Commander, Navy Installations Command (CNIC). The purpose of this position is to serve as an assistant manager for the assigned Sailing Center and Marina facility. Responsibilities Assists with the economic and efficient operation of the assigned Sailing Center and Marina. Assists with the day-today operations of the facility, including, but not limited to: overseeing and directing work for assigned staff; ensuring a safe and pleasurable environment for all patrons; ensuring the cleanliness and good repair of the facility; and reporting damages, mechanical or other breakage or malfunction, and safety hazards to the marina manager. Manages sales entries into designated Point of Sale (POS) system. Verifies, registers, issues and audits change funds, prepares and provides oversight of Daily Activity Reports (DARs) and deposits. Assists with procurement requests, inventories and manages physical assets, resale inventory and rental equipment. Maintains control over rental gear inventories. Ensures proper upkeep, maintenance and replacement of equipment. Promotes, schedules, and manages the conduct of fishing tournaments, sailing regattas, and other special events. Programs necessary resources for the purchase of supplies, equipment and resale merchandise. Oversees the operation of the marina store and assists with sailing lessons as designated by the Marina Manager or MWR Director. Carries out necessary communications with other MWR personnel that support Marina and Sailing Center activities, boater's participation, marketing, purchase of equipment and accessories. Assists with the developing and overseeing of employee schedules and certification of timecards and payroll. Trains and coordinates employee development and training with outside resources in the industry. Provides input to performance evaluation, counsels assigned personnel, and recommends personnel actions, including selections for hire, recommendations for corrective actions, or recommendations for recognition and awards. Ensures customer service and resolution of patron issues with minimal adverse impact on functional programs. Manages patron call screening, customer service, and general office duties including email, filing, scanning, letter drafting, organizing, managing accounts receivables, data entry including invoicing, bill entry, and payment entry. Supports the Equal Employment Opportunity (EEO) policy, and ensures compliance with fire safety, security, and other environmental issues. Ensures the facility is functioning in a smooth, safe and efficient manner, in the absence of management. This includes serving as point of contact (POC) to assigned subordinate staff, assuring tasks are processed and completed. Ensures customers and staff are provided necessary supplies and equipment. Resolves minor problems and employee complaints. Ensures Marina and Sailing Center's safety boats are properly fueled and cleaned each morning and secured at end of day. Operates safety boats, if needed, during training sessions , regattas or other on-the-water activities . Assists patrons who pull boats to and from their storage rack, transports hulls to the floating dock, launches boats and watercraft, oversees dock approach, assists in mooring, pump out station operation and fueling boats. Performs minor maintenance, which may include, but is not limited to changing batteries, scraping and cleaning boat bottoms, painting, varnishing boats, repairing piers and decking and replacing floats as necessary. Tows disabled boats to assigned slips or dock. Communicates with patrons to assist with basic boating needs and maintains order. Monitors docks, checking for improperly tied boats, retying as needed to prevent loss or damage to boat or dock. Ensures patron vessel insurance, registration and other required documentation is current and patrons adhere to marina policies. Cautions patrons of disorderly behavior or unsafe techniques or practices. Resolves problems in a tactful, diplomatic manner. May be required to tactfully remove disruptive patrons from the facility. Performs dock inspections before operation opens and at closing to ensure Marina's safe operations. Inspects Marina daily to ensure area is clean and free from debris and other hazards. Performs basic cleaning duties to maintain a constant and clean working area and ensures all current sanitation requirements are followed and maintained. Sweeps, mops floors and dock; if needed washes walls, windows, blinds and other surfaces. Replaces light bulbs as needed. Maintains restrooms, bath and laundry houses ensuring they are clean, orderly and sanitary at all times. Ensures bathrooms are disinfected, deodorized and are ready for customer use. Ensures bathroom replenishment occurs for bathroom tissue, hand towels and soap. Assists in issuing and receiving rental equipment from customers, assists customers in hooking up trailers, loading and unloading of equipment into personal vehicles. Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Knowledge of boating terminology, watercraft operation and maintenance, water and boating safety, handling of boats (launching, mooring, and storage), boating equipment and facilities, and recreational boating activities. Knowledge of military MWR and Non-Appropriated Fund (NAF) procurement, personnel, and funding. Knowledge of NAF budgeting and activity level financial management. Knowledge of asset and inventory management. Knowledge of managing customer storage contracts and recurring billing. Skill in promoting, scheduling, and managing recreational boating activities, such as fishing tournaments, sailing regattas, and other special events. Ability to direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative. Ability to work effectively with subordinates, supervisory and management officials and patrons. Ability to work independently and make sound decisions. Ability to perform minor boat and marina maintenance (e. g., changing batteries, scraping and cleaning boat bottoms, painting, varnishing boats, repairing piers and decking and replacing floats). Ability to tow disabled boats. Ability to operate a personal computer and perform basic word processing and spreadsheet tasks using Microsoft and site-specific software. Ability to develop and effectively deliver presentations and/or training. Ability to communicate effectively both orally and in writing.
