Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.
+ At least 3 years demonstrated experience working for a county or state government emergency management agency OR at least 3 years demonstrated experience working in Texas K-12 emergency preparedness.
+ Completion of the Homeland Security Exercise and Evaluation Program ( HSEEP ) course – L0146.
+ At least 3 years of demonstrated experience in utilizing Homeland Security Exercise and Evaluation Program ( HSEEP ) to plan, facilitate, and evaluate emergency response exercises.
+ Demonstrated experience with Emergency Operations Center ( EOC ) operations.
+ Demonstrated experience with the National Incident Management System ( NIMS ).
+ Demonstrated experience with Continuity of Operations ( COOP ).
+ Demonstrated experience conducting risk assessments, threat analysis, or gap analysis.
+ Demonstrated excellent written and verbal communication skills with stakeholders.
Preferred Qualifications
+ Bachelor’s degree in emergency management.
+ Demonstrated knowledge of FEMA and Texas-specific mitigation grant programs and funding mechanisms.
+ Demonstrated emergency preparedness experience in public education settings.
+ Demonstrated strong project management and organizational skills.
+ Demonstrated proficiency in Microsoft Office Suite – Word, Excel, and PPT
+ Demonstrated experience in video and audio recording of resources.
+ Completion of the following FEMA courses IS-100, IS-120, IS-130 IS-200, IS-230, IS-235, IS-700, IS-800, IS-2200, and G141 (if hired, these courses must be completed within 3 months of hire, if not already completed).
Job Description
The Texas School Safety Center (TxSSC) is an official university-level research center at Texas State University. The TxSSC is tasked in Chapter 37 of the Texas Education Code and the Governor’s Homeland Security Strategic Plan with key school safety initiatives and mandates. The TxSSC serves as the clearinghouse for the dissemination of safety and security information through research, training, and technical assistance for K-12 schools and junior colleges throughout the state of Texas. As a result, Texas has become a national leader in school safety practices and is relied upon for assistance and guidance from jurisdictions throughout the nation.
TheExercise Specialistis responsible for supporting the Exercise Program Manager, and the School Safety Readiness Associate Director in designing, coordinating, facilitating, and evaluating emergency preparedness exercises that test and improve the multi-hazard emergency operations plan of Texas independent school districts, open-enrollment charter schools, and junior community colleges. This position plays a vital role in ensuring compliance with Texas Education Code Chapter 37, alignment with state and federal emergency preparedness standards, including FEMA’s National Incident Management System ( NIMS ), and Homeland Security Exercise and Evaluation Program ( HSEEP ) protocols.
Job Duties
+ Support the plan, design, and facilitation of emergency management planning and exercise events (e.g., tabletop, functional, and full-scale exercises).
+ Support the Exercise Program Manager in ensuring alignment between the tabletop exercise and the annual Emergency Operations Plan Review Cycle expectations.
+ Support the collaboration with local, regional, state, and federal agencies to provide and gain subject matter expertise as needed.
+ Implement TxSSC logistics protocols to support and provide technical assistance at the selected exercise locations and ensure setup is managed prior to exercise.
+ Implement TxSSC logistics protocols to develop and disseminate marketing materials via email, website, and social media, in collaboration with internal IT staff.
+ Implement TxSSC logistics protocols to develop website registration content in collaboration with IT staff.
+ Implement TxSSC logistics protocols to conduct post-exercise surveys in collaboration with internal Research staff.
+ Support the maintaining of exercise data for reporting to the TxSSC director, board, university, and Texas legislators.
+ Participate in regional, state, and federal exercises as directed by the Readiness associate director and TxSSC director.
+ Attend regional, state, and federal conferences related to exercising to showcase the TxSSC’s work as directed by the Readiness associate director and TxSSC director.
Additional Information to Applicants
+ Please note that you must submit a copy of your Homeland Security Exercise and Evaluation Program ( HSEEP ) course– L0146 certificate when submitting your application to be considered for an interview.
+ This position is an office-based role at Texas State University that requires extensive travel throughout the state. This position can expect to travel 45-55 days each fiscal year to conduct tabletop exercises. This amount of travel has the potential to increase as the Center’s planning and exercising program shifts to meet the needs of independent school districts, open-enrollment charter schools, and community colleges. This role also requires the physical ability to lift and move equipment and supplies when traveling to and from exercises around the state. During travel, it is likely this role will work extended hours beyond an 8-hour day and some weekends.
+ Candidates selected for an interview will be expected to prepare a presentation that will be delivered during the interview. The scenario will be shared with the candidate upon scheduling an interview.
