Summary You will serve as a MANAGEMENT ANALYST in the Command Suite of NMRTC PORTSMOUTH VA. Responsibilities You will function as a senior specialist in the Command Evaluation Office providing investigations to determine program compliance to authority regulations, proper utilization of resources, and to identify causes of inefficiencies for resolution. You will analyze financial statements and related reports to provide determination that such information presents a fair financial standing and accurate results of financial operations. You will be responsible for the planning, conducting, evaluating, and reporting of reviews and special studies in a wide variety of programs. You will design review plans covering both financial and operating program areas to identify problems and issuses and provide recommendations to correct conditions. You will develop investigative reports to meet appropriate standards in compliance with laws, instructions, or regulations with results supported from collected evidence; Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting preliminary inquiries and making on-site visits to observe operations and procedures to determine if an investigation is warranted; Experience interviewing subjects, managers, witnesses responsible for programs and resources to gather data, statements, and facts to verify findings; Experience using quantitative and qualitative techniques to analyze data and identify trends when conducting investigations that are often under adverse conditions and in complex organizational functions; Experience composing written reports and providing oral presentations containing findings and recommendations of corrective actions to brief senior leadership; Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
