Job Description
Insight Global is looking for a Quality Control Manager to join one of the federal contracting clients in Guam and surrounding projects around the United States. The individual will be supporting healthcare projects in Guam (hospitals, medical complexes, military medical facilities, etc.). The individual should be able to support in implementing QC programs, inspecting, and reviewing, monitoring materials, coordinating with stakeholders, documentation, training, develop and implement safety policies, conduct inspections, incident investigation, emergency planning, and equipment safety, and compliance. This is a fully onsite position – 5 days a week with standard construction hours.
Additional Responsibilities Include:
•Ensure all materials, workmanship, and repairs fully comply with contract requirements, project plans, specifications, and applicable building codes.
•Review and approve all submittals; conduct daily inspections of ongoing work.
•Prepare comprehensive daily and monthly project reports.
•Monitor and document daily project progress.
•Review and enforce adherence to the company’s quality control and safety plans.
•Maintain a thorough understanding of project plans and specifications.
•Act as the primary liaison between the contractor and the government Quality Assurance Representative (QAR).
•Develop and manage project submittal registers.
•Assist in the development of project-specific Quality Control Plans.
•Collect and submit all required project submittals.
•Coordinate and oversee third-party testing services.
•Organize and lead Preparatory Phase meetings.
•Conduct Initial and Follow-Up Phase meetings as needed.
•Ensure strict compliance with all safety requirements.
•Interpret and review plans, blueprints, site layouts, specifications, and construction methods to ensure alignment with project standards.
•Implement risk management and quality control measures to mitigate project risks.
•Maintain detailed and organized project documentation.
•Attend, facilitate, and coordinate all required meetings and progress updates.
•Provide on-site leadership and oversight for quality control activities.
•Collaborate with management to document and monitor changes in construction procedures.

Skills and Requirements
•5+ years of experience as a Quality Control Manager working on federal construction projects
•Healthcare or Medical construction experience
•OSHA 30 (can help get re-certified if needed)
•EM385 (can help get re-certified if needed)
•USACE/NAVFAC CQCM certificate (can help get re-certified if needed)
