_This position is eligible for_** telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) **_for applicants who reside in Minnesota_** **_or in a bordering state, with supervisory approval and satisfactory performance. _This position maintains all the administrative and grant budgets in Homelessness, Housing and Support Services Administration (HHSSA) including budget setup, reconciliation, transaction analysis and year-round fiscal year closing and opening activities._ _The position provides on-going analysis and guidance to staff members on budget, procurement, and financial policies for administrative and grant accounts for HHSSA, requiring coordination across multiple funding sources with different timeframes and reporting requirements._ _The incumbent assists with fiscal analysis, fiscal notes for proposed legislation, shutdown planning, and implements budgeting changes as needed. This position maintains accurate information on money appropriated and allotted to projects in HHSSA and closely monitors income and payments, assuring that budget goals are met, and that federal and state policies related to financial activity are followed. Directs department-level fiscal studies and implementation projects for HHSSA; assigns and coordinates cross-unit project teams and is responsible for implementing approved recommendations to improve HHSSA fiscal operations. The incumbent will, analyze data for policy direction and recommendations; provide guidance and technical assistance, communicate any updates to the HHSSA Budget Director, leadership, staff and internal and external stakeholders and partners._ _This position facilitates and coordinates continuous improvement activities to increase collaboration and communication in maintaining a sustainable budget._
The incumbent will:
+ Develop, manage and maintain the annual budgets for approximately 25 administrative and 40 grant accounts within HHSSA ensuring all applicable federal and state laws, rules and guidelines are followed.
+ Design and prepare financial reports for the management team for status updates and analysis on existing funds.
+ Participate in the Grant and Administrative contracting process by providing accurate financial information and financial guidance .
+ Other duties as assigned. Examples include but are not limited to: Serving as back-up for the HHSSA Budget Director or participating in various workgroups to represent HHSSA to improve the overall operational health of the division .
Minimum Qualifications

Two (2) years of high-level working budget experience for a housing or human support services program.
Experience must clearly demonstrate:
+ Knowledge of HHSSA grant programs and program data and information systems.
+ Knowledge of fiscal systems and a thorough working knowledge of federal and state statutes and administrative rules applicable to HHSSA programs and operations.
+ Grant Management knowledge to monitor administrative and grant accounts.
+ Program management and research skills sufficient to identify best practices, irregularities, and track and present program results.
_*Bachelor’s degree or higher in human services, finance, social work, or related fields can substitute for one (1) year of required work experience._
Preferred Qualifications
+ Variety of experiences working effectively with others from different backgrounds and cultures.
+ Passion and experience working with communities most impacted by homelessness.
+ Knowledge of legal and legislative procedures, and other resources available to support HHSSA strategic goal planning.
+ Working knowledge of current homelessness prevention service strategies and/or best practices.
+ Data research skills sufficient to identify best practices, irregularities, and track and present program results.
+ Program and project management skills.
+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

+ Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
