    Job Description

    The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

     

    The Department of Correction has a unique and exciting opportunity for an experienced Executive Director of Emergency Operations to support the Assistant Commissioner, Preparedness & Resilience. Under executive direction and with latitude for decision-making, the candidate recruited will manage a wide range of administrative duties, logistical, and executive support-related tasks. Typical duties for this position include, but are not limited to:

     

    -Supervise a team including a deputy director and specialists;

     

    -Oversee plan development & management for any internal, inter-agency, and citywide

     

    emergency management plans, initiatives, protocols, policies, and activities, including

     

    but not limited to human-made and natural disasters and crises, hazard mitigation, and

     

    other preparedness activities;

     

    -Support the assistant commissioner with managing the department’s Continuity of Operations

     

    (COOP) program, including but not limited to facilitating plan management, training, table-top

     

    exercises, and after-action/improvement planning;

     

    -Facilitate meetings and activities with internal and external stakeholders;

     

    -Represent DOC at emergency management & public safety meetings, conference calls, field

     

    support, and City command centers, including the NYC Emergency Operations Center (EOC)

     

    and the NYPD Joint Operations Center (JOC) for interagency working groups, calls, and meetings;

     

    -Serve as a DOC representative for emergency activations at department emergency operations

     

    centers or, if necessary, in the field;

     

    -Serve as a planning lead during emergencies and disasters.

     

    -Provide written and verbal situational updates for warning and without-warning events, utilize

     

    applications & systems, and input data;

     

    -Support and participate in preparedness activities with stakeholders, including facilities, maintenance,

     

    fleet, fire-safety, environmental health, security, infrastructure, information technology, management

     

    analysis & planning, strategic initiatives, and more;

     

    -Serve as an on-call emergency coordinator during business and non-business hours.

     

    -Attend meetings on behalf of the Assistant Commissioner;

     

    -Perform related duties as assigned

     

    Preferred Skills

     

    - Ability to be on call after business hours, including weekends;

     

    - Ability to communicate highly complex information clearly and succinctly, both orally and

     

    in writing;

     

    - Ability to work, focus, coordinate, and collaborate in high-stress environments;

     

    - Ability to adapt to rapid change, multi-task, and meet restrictive deadlines;

     

    - Experience working in a law enforcement setting, a plus;

     

    - Excellent verbal and written communication skills, as well as, strong listening skills;

     

    - Experience communicating and collaborating with uniformed and civilian members of

     

    staff;

     

    - Strong writing and editing experience & skills

     

    - Strong problem-solving and facilitation skills;

     

    - Strong technical and project management skills preferred;

     

    - Emergency Management, Business Continuity, Security, or Fire Safety certifications from

     

    NYC Emergency Management, Federal Emergency Management Agency (FEMA), International

     

    Association of Emergency Managers (IAEM), American Red Cross, the Disaster Recovery Institute

     

    (DRI) International, National Fire Protection Association (NFPA), American Society for Industrial

     

    Security (ASIS) International preferred.

     

    - Driver’s license not required but preferred.
