    Job Description

A&CM aims to preserve and modernize NYCHA buildings and apartments through

     

    strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective

    Position Description

    A&CM’s Capital Programs vertical is responsible for end-to-end management of over 500 active modernization projects across the Authority's properties throughout the city. These investments are

     

    necessary to ensure effective building performance and good living conditions for residents, and include modernization of building systems, interiors and exteriors, apartments, and grounds. Current

     

    programs focus on heating systems, elevators, roofs, brick facades, CCTV and layered access controls, entryways, flood protection and resiliency, sustainability initiatives, community centers,

     

    lighting and playgrounds. Projects utilize a range of delivery methods and procurement approaches, with budgets ranging from $100,000 to up to $100 million per project. The vertical is organized into several departments including project management and program management. Capital Programs is seeking to hire a Deputy Director for Program Management to oversee large, highprofile

     

    capital programs managed through program management services contracts. The Deputy Director will ensure that all assigned programs, typically valued between $100 million to $500 million,

     

    are executed effectively and meet NYCHA’s standards for quality, cost-efficiency, timeliness, safety and stakeholder engagement.

     

    The Deputy Director will play a critical role in managing relationships with program management firms, their inspection teams, external contractors, and internal teams. The Deputy Director will also

     

    contribute more broadly across A&CM’s capital program and project management approaches and activities. The ideal candidate will bring expertise in construction/ construction inspection

     

    management, project controls, and public-sector procurement, coupled with strong leadership and collaboration skills.

     

    The Deputy Director reports to the Director for Program Management and, along with the Director, will oversee between 10 to 20 staff, program management services consultants and staff augments.

    Key day-to-day responsibilities will include, but are not limited to the following:

    - Support the Director in providing guidance to staff and program managers on critical issues such as design, construction quality, non-conforming work, safety protocols, and project

     

    closeout.

     

    - Assist in ensuring sufficient vendor and contractual capacity to effectively execute programs.

     

    - Support the review and approval process for key program documents such as RFQs/RFPs, contracts, task orders, change orders, and payment applications to ensure compliance with

     

    NYCHA standards and external regulations.

     

    - Support oversight of field inspection activities and responses to safety and quality inspections.

     

    - Assist in directing the review of project schedules and task order assignments to ensure

     

    maximum productivity.

     

    - Support effective communication and coordination with NYC agencies (e.g., DOB, FDNY, DEP) and utility providers to address regulatory and operational requirements.

     

    - Help cultivate relationships with internal teams, including Heating, Elevators, Skilled Trades, Property Management, and Operations, to ensure cross-divisional collaboration.

     

    - Assist in monitoring program performance metrics and project controls, identifying trends and ensuring timely corrective actions.

     

    - Support the development and presentation of status updates, reports, and recommendations to senior leadership, summarizing key decisions and areas requiring attention.

     

    - Assist in addressing program-specific challenges, including schedule delays, budget overruns, and contractor performance issues, while mitigating risks to successful delivery.

     

    - Support efforts to integrate lessons learned and industry best practices into program management processes, driving continuous improvement.

     

    - Provide recommendations for improving inspection activities to the Director of Program Management.

     

    - Support staff performance and management initiatives, fostering a high-performance culture driven by accountability, collaboration, and innovation.

    1. Candidates with permanent civil service status in the titles of Administrative Project Manager, Administrative Engineer, and Administrative Architect will also be considered.

    2. Employees serving in the titles of or who meet the qualification requirements for Administrative Construction Project Manager will also be considered.

    ADMINISTRATIVE INSPECTOR (BUIL - 10073

    Qualifications

    1. Seven years of full-time satisfactory experience working at a construction trade or working as an inspector of construction, hoists and rigging, plumbing, boilers, or elevators; at least 18 months of which must have been in a managerial or administrative capacity; or

    2. At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, and a license as a professional engineer or registered architect issued pursuant to the education law; or

    3. Education and/or experience which is equivalent to “1” above. All candidates must have at least 2 years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. One year of experience will be credited for each year of apprenticeship in the construction trades or building inspection up to a maximum of three years of the general experience. Education towards a degree in architecture, architectural technology, construction management, engineering, engineering technology, or a related field from an accredited college or university will be credited on the basis of 30 credits for one year of experience, up to a maximum of four years of the general experience. One year of experience will be credited for each year of formal training or education in a field of study relevant to the construction trades up to a maximum of two years of the general experience.
