This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities You will manage the delivery of C4S solutions; provide consistent coordination, interaction, and communications to the N6 customers on N6 initiatives. You will oversee the lifecycle management and operations of MSC Afloat NETOPS functions and capabilities to include oversight of existing Enterprise Network Operations Centers and follow-on capabilities in the cloud. You will provide program management of Afloat NETOPS capabilities through the development and implementation of effective plans and policies, risk management, coordination of technical support, budgetary oversight, and contract management. You will supervise and manage the workforce based on goals, budget considerations and staffing requirements and oversee hiring, training and professional development for assigned personnel. Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: overseeing the implementation of programming specifications by monitoring program design, coding and debugging performed by contractors. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: determining customer requirements and assisting customers by recognizing and analyzing trends by providing instruction and orientation. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing the types, frequency and solutions necessary to correct problems and improve help desk operational procedures. For GS-14: In addition to my experience demonstrating the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Your resume must demonstrate the following specialized experience: - Experience managing and providing oversight of IT Infrastructure ops (hardware, software, operating systems, firmware and services) including LAN/WAN, connectivity for the internet, NIPR, and client-server architectures. - Experience managing the overall lifecycle and execution of afloat network operations capabilities through oversight of security, design, development, test, deployment, sustainment, operations, and disposal. - Experience developing and implementing a vision for afloat network operations that ensure efficient and effective use of resources - Experience determining and advocating for resources requirements of afloat network operations capabilities over the FYDP. - Experience providing requirements for contractor support and building an effective contractor support team while assisting in the administration of the provisions of complex, multi-function IT contract. - Experience coordinating internally and externally to ensure project plans, operational changes, and expected outcomes are understood by users, other project managers, subordinates, and stakeholders.
