Job Title: Senior Civil Engineer

Job Description

We are seeking an experienced and motivated Senior Civil Engineer to join our Capital Improvement Program (CIP) Design Team within the Public Works Department. This leadership role is responsible for planning, designing, and delivering a wide range of municipal infrastructure projects that enhance the quality of life for our community.

Responsibilities

+ Plan, develop, coordinate, and direct major engineering projects involving the design and construction of municipal infrastructure.

+ Manage, schedule, and monitor multiple CIP projects through all phases, from concept to contract award.

+ Prepare detailed project reports, cost estimates, plans, specifications, and technical documents.

+ Assist the Principal Civil Engineer in developing capital improvement and land development programs, budgets, and schedules.

+ Review and interpret engineering designs, construction drawings, and specifications; oversee pre-construction activities.

+ Retain and manage consultants through RFP processes; coordinate with permitting and regulatory agencies.

+ Train and evaluate assigned professional and technical staff; set priorities and review work products.

+ Review land development projects to assess impacts on public infrastructure and establish appropriate conditions.

+ Coordinate with internal departments and external partners to ensure compliance and timely project delivery.

+ Present project updates at community meetings, City Council sessions, and other public forums.

Essential Skills

+ Demonstrated experience in designing and managing contracts for municipal infrastructure projects.

+ Strong leadership skills with a proven track record of supervising teams and delivering projects successfully.

+ Exceptional verbal and written communication skills, with the ability to engage effectively with diverse stakeholders.

+ A passion for public service and commitment to improving community well-being through collaborative, results-driven initiatives.

+ PE License in Civil Engineering.

Additional Skills & Qualifications

+ Experience in civil engineering, design, and site development.

+ Knowledge of capital improvement programs and municipal engineering.

+ Familiarity with land development processes.

+ Proficiency in using tools like Trimble Unity and Workday for project management.

Work Environment

The role is primarily office-based, with occasional fieldwork required for project inspections or contractor meetings. You will work in a collaborative team setting with other engineers, technicians, city staff, and external agencies. Flexible schedule options are available, including 9/80 or 4/10 workweeks, with potential for hybrid remote and in-office work subject to department approval. The environment is professional and mission-driven, focusing on serving the public, improving infrastructure, and supporting community development.

Job Type & Location

This is a Permanent position based out of Ventura, CA.

Pay and Benefits

The pay range for this position is $120000.00 - $160000.00/yr.

Medical/Insurance The City contributes toward medical plan selection. Medical insurance becomes effective the first of the second month after the date of hire. For example, insurance benefits for any personnel hired during the month of January would go into effect on March 1. Vision & Dental Insurance City-paid coverage is provided for employees and their dependents. Vision and dental insurance is effective the first of the second month after the date of hire. Optional Benefits The City provides additional contributions that may be applied toward medical insurance premiums. A full cash-out option is not available, but if an employee chooses a plan that does not use all their optional benefit dollars, they will receive a cash-out for the remainder (available only for certain plans). Life Insurance The City provides term life insurance equal to the employee's annual salary and dependent life insurance coverage. Disability Insurance City-paid short-term and long-term disability coverage is provided.
