Summary Statement
Lead the front line of public safety for the City of Boise as a senior operational leader within the Boise Fire Department. As the Division Chief of Operations- Fire, you will direct and oversee daily fire operations, staffing, emergency response, and performance standards—ensuring the highest level of service to our community. You’ll provide strategic leadership to Battalion Chiefs both in day-to-day operations and at emergency scenes, while advancing department-wide operational objectives and the Standard of Cover program. Serving as a key liaison to external partners and chairing designated committees, this position offers significant autonomy, trust, and responsibility, with success measured by results and community impact. This at-will role is ideal for a decisive, mission-driven leader ready to shape the future of fire service excellence in Boise.
Essential Functions
+ Performs management, administrative and supervisory duties for assigned programs and area of responsibility. Briefs the Chief and Command Staff on Wildfire and Operations programs. Conducts planning and informational meetings with Battalion Chiefs. Develops program goals and objectives, policies, procedures, response guidelines, and dispatch protocols in compliance with federal, state, and local laws and regulations.
+ Contributes and participates in the department’s annual and ongoing planning process. Utilizes data for decisions to determine optimal strategic direction.
+ Prepares and manages program budgets including staffing, training, and equipment expenses. Monitors purchases and expenditures.
+ Monitors internal operations and procedures to ensure compliance with the collective labor agreement, rules, regulations, policies and procedures, and all official department documents. Ensures all division team members understand, support, and comply with the city’s policies. Reviews labor relations issues, grievances and recommends appropriate resolutions to Assistant Chief of Emergency Services. Keeps Assistant Chief of Emergency Services and all subordinates abreast of important information.
+ Confers and collaborates with other agencies and interest groups to obtain input and coordinate program activities.
+ Establishes and maintains strong media relations.
+ Provides technical support and expertise to various organizations or committees. Monitors and evaluates program impacts and effectiveness.

Requirements
Required Knowledge, Experience, And Training
+ Ten years of progressively responsible experience in an emergency services agency with three years of experience in a management role, or an equivalent combination of education and/or experience.
+ Must have completed IS-100/200/700/800/300/400.
Intermediate knowledge of:
+ Occupational Safety and Health Administration (OSHA) and National Institute for Occupational Safety and Health (NIOSH) rules and regulations as applied to fire service and rescue organizations.
+ Fire administration principles and practices, rules, regulations, procedures, culture, and traditions.
+ Principles and practices in administration of an organizational training program.
+ Effective instructional techniques.
+ Principles and practices in fire protection, aviation safety, and emergency response.
+ Political dynamics involved in administration of fire department programs and collaboration with other agencies.
+ Effective management and supervisory practices and principles; and strategic planning.
Advanced knowledge of:
+ Incident management, firefighting, emergency medical services, fire prevention, education, hazardous materials response, rescue principles, practices, techniques and procedures.

Preferred Knowledge, Experience, And Training
+ Bachelor’s degree in Fire Administration, Public Administration, Business Administration or a related field and ten years of progressively responsible experience in an emergency services agency with three years of experience in a management role, or an equivalent combination of education and/or experience.

Physical Efforts
While performing the duties of this job the employee is always lifting/carrying up to 35 pounds, frequently lifting/carrying up to 50 pounds and occasionally lifting/carrying up to 100 pounds. Additional physical efforts include: performing firefighting operations while wearing heavy protective clothing and gear in extremely hot and toxic environments; climbing ladders; work in enclosed and confined spaces with limited visibility..
Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals.
