Summary This Transportation Assistant position is in the Voluntary Services line at the Manchester VA Medical Center, located in Manchester NH. This position is a full time position at 40 hours per week. Responsibilities This position serves as a Volunteer Transportation Network (VTN) Coordinator for the Volunteer Service in the Manchester VA Health Care System (VAHCS). The position reports directly to the Chief, Center for Development & Civic Engagement (CDCE). This position acts at the facility level and works as a primary contact for all volunteer drivers who assist Veterans with their transportation needs across the Manchester VAHCS and its CBOCs. The primary purpose of the position is to coordinate the network of volunteer drivers through forecasting, procedure development, quality improvement and implementation, modification of processes, evaluation, and ongoing operational flow of the Volunteer Transportation Network program. Duties may include but are not limited to: Responsible for coordinating, planning, budgeting, and maintaining consistency of the VTN program. Distributes and balances workload for volunteer drivers according to assigned schedule. Monitors driver progress through established routes and tracks relevant data such as miles traveled, fuel consumption, and passenger totals. Tracks status of VTN-related work and makes day-to-day adjustments in accordance with established priorities. Coordinates with the Voluntary Service Officer on problems such as last-minute transportation arrangements, staffing issues, and call ins. Tracks driver hours, milage, medical driving suspensions. Creates written guidance as necessary and communicates with drivers throughout the health care system on any changes within the VTN program. Ensures all drivers understand how to utilize the government purchase cards, acts as the point of contact for any incidents, and makes written instructions, reference materials, and supplies available for VTN fleet vehicles and drivers. Responsible for tracking all vehicle histories including trip logs, credit card receipts, accident reports, pictures, and repair slips. In the event of vehicle maintenance, the VTN Coordinator tracks the timeframe and cost of the repair. Research regulations and rules regarding national initiatives and makes appropriate changes to the VTN program. Communicates agency, local polices, and priorities to drivers using vehicles and equipment in the VTN program. Monitors working conditions such as seating, ventilation, lighting, and safety in all VTN vehicles. Work Schedule: Monday-Friday 6:00am-2:30pm, Full time. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 06 position you must have served 52 weeks at the GS 05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: answers questions/resolve concerns with customers, patients, family members, medical staff; tracking, collecting and organizing data in an automated spreadsheet or database; knowledgeable in regard to consult management, scheduling, admissions, discharge, transfer, and/or administration with patient processing; prepare and produce written instructions and a variety of correspondences; and coordination of transportation to include scheduling, data collection, and tracking. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Incumbent will be exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome.
