The primary purpose of this position is: To serve as the 432 Wing Special Access Program (SAP) Information Systems Security Manager (ISSM). Responsibilities Serves as the principle advisor to the Wing Commander and Director of Advanced Programs on the latest industry and technological projections as they pertain to SAP Cyber Security/Information Security for the network enclave infrastructure. Maintain and report IS and PIT systems assessment and authorization status and issues in accordance with DoD Component guidance. Plans and coordinates all phases of the acquisition, implementation, and integration of IT assets. Provides oversight in the daily operations for security activities for the enclave. Continually assesses policy needs and interprets broad DoD, AF, and other higher headquarters guidance and applies it through development of policies for the area of responsibility. Maintains security risk management for protecting a DoD SAP element's ability to perform its mission, and its information assets. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes utilizing a strong command of enterprise-level IT infrastructure, management software, project management practices, security standards, and organizational business needs. Capabilities include planning and coordinating the installation, configuration, maintenance, and upgrading of enterprise software and related infrastructure changes. Extensive understanding of policy and planning concepts, the connections among multiple IT disciplines, and project management approaches needed to guide groups involved in creating and implementing effective IT architecture, capital investment strategies, e-Government initiatives, and other technology-related legislative and policy efforts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of, and skill in applying methods and approaches for sharing information through the use of IT assets; project management concepts, methods, and practices; enterprise architecture concepts and principles; and multiple IT disciplines sufficient to develop major components of the enterprise architecture plan including strategic drivers, current and target architectures, the sequencing plan, architectural segments and reference models, and standards. 2. Intimate knowledge of policy and planning formulation, to include missions and objectives, to prepare IT polices and plans for the organization. 3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. 4. Knowledge of system architecture, integration techniques, and testing methods. 5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. 6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
