The primary purpose of this position, PROGRAM MANAGEMENT SPECIALIST, NH-0301-03, is to serve as the Vehicle Control Manager and as a technical expert to develop a wide range of production initiatives, concepts, procedures, and programs which enhance system management and production operations. Responsibilities Administer Vehicle Control (VOC) Program policies. Analyze current and long-range production scheduling, forecasting, and related products to ensure adequate directorate vehicular support to production centers in accordance with the established workload schedules. Initiate reports to higher management reflecting status, potential problem areas, and recommendations associated with assigned programs, plans, and projects. Maintain crane and forklift operating and training certifications. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. NH-03 SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as planning and organizing work assignments to include determining proper resources required to accomplish the mission; applying knowledge to develop local guidelines, policies, and procedures; presenting recommendations and conclusions based on analysis and evaluation; and/or communicating effectively, to gain cooperation through others, using tact, courtesy, and diplomacy. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of mission, assignment, workload, organizational structure, shop capabilities, limitations and operating procedures. Knowledge and understanding of Base and Directorate Vehicle Control program directives and a wide range of associated programs dealing with the different product divisions and other directorates. Ability to plan and organize work assignments to include determining proper resources required to accomplish the mission. Ability to apply knowledge to develop local guidelines, policies and procedures. Knowledge of fact-finding techniques, analyses, and problem-solving abilities and how to apply these tools in preparing and presenting reports and briefings to all levels of management and personnel. Skill in presenting recommendations and conclusions based on analysis and evaluation in such form and manner as most useful to operational officials to correct and prevent re occurrence. Skill in communicating effectively, both orally ad in writing, to gain cooperation through others, using tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work requires some walking, standing, bending, climbing, and lifting over 24 pounds with mechanical or human assistance. May be required to enter industrial/production areas and follow all safety requirements, including use of proper safety equipment. WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated. Education Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley. This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
