    Description of Job

    Work Environment:

    This position is full-time and is hybrid (remote/home office w/requirement to report to work location per business needs).

     

    + Extended hours during the evening or the weekend may be required by business needs.

    + 25% Travel Within State of Colorado, including some overnights. Additional out of state travel up to 4 times per year.

    + Required to report to the work location on average once per week.

    Position Summary:

    The Title 1-C Migrant Education Program (MEP) provides supplemental support to nearly 4,500 eligible migrant children and youth in Colorado to have equitable access to high-quality education and the opportunity to meet state academic standards. Funded by the U.S. Department of Education (ED) under Title I, Part C of the Elementary and Secondary Education Act (ESEA), the program delivers targeted educational and support services across Colorado.

     

    The MEP Director leads the vision, implementation and continuous improvement of migrant education initiatives at the Colorado Department of Education (CDE). Specifically, this role advances the department’s strategic plan goals around student attendance, engagement and academics by building statewide systems that remove barriers for migratory students and strengthen academic and career pathways. The director provides leadership in program administration, compliance and innovation, ensuring that services are responsive to the unique needs of migratory families across the state and aligned with CDE’s strategic plan.

     

    Reporting to the Assistant Commissioner of the Student Pathways and Engagement Unit, the Director oversees the MEP team, fostering collaboration, capacity building and shared accountability among office initiatives and partners. The Assistant Commissioner practices a hands-on but non-micromanaging style, with weekly one-on-one check-ins, and is looking for a collaborative leader who is comfortable taking ownership, making independent decisions, and confidently leading the work forward. This position represents Colorado in regional and national migrant education initiatives, interfaces with ED and cultivates strategic partnerships across state agencies, local programs and agriculture partners to enhance service delivery and educational outcomes. Frequent travel across the state and to national convenings is required, approximately 25% of the year.

     

    The final salary is anticipated to fall within the posted salary range, however, could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.

    Major Duties and Responsibilities:

    Office Leadership:

    + Leads and supports the nine team members in the MEP office to build a cohesive and aligned approach to their work where team members support each other’s success.

    + Develops and implements a vision and clear outcomes for the office in alignment with the Colorado Department of Education’s (CDE) strategic plan and federal/state regulations.

    + Supports the professional growth and development of MEP team members, fostering a student-focused, high-performing, collaborative team.

    + Centers CDE values in strategy, planning and decision making through a human-centered design approach.

    + Leads the development and execution of long-term strategies and complex projects, effectively balancing vision, timelines, budgets and outcomes.

    + Manages the ~$7.2 million annual budget.

    + Demonstrates strong decision-making skills, applying evidence-based approaches to guide office priorities.

    + Assists with special projects as needed.

    + Other duties as assigned.

    Program Leadership:

    + Administer, implement and ensure compliance with ESEA Title I-C grant program. Supervise U.S. Department of Education (ED) Consortium -Incentive Grant applications and activities, directing the relevant content staff as necessary to carry out grant requirements, reporting, state collaboration, etc.

    + Lead the oversight of federal migrant education funding, which includes guiding continuous program improvement, managing grant competitions, interfacing with ED and representing CDE migrant education with external partners.

    + Oversee the analysis, submission and publication of data, including the national MSIX reporting system annual data submission.

    + Create, review and submit core program documents, including comprehensive needs assessments, service delivery plans, grant applications, monitoring, evaluation reports, etc.

    + Revise state policies as state/federal laws and regulations evolve.

    + Oversee and implement the MEP structure, responding to the evolving migrant student and family populations throughout Colorado.

    + Support grantees, districts, schools, employers and community partners in need of technical assistance around the goal areas outlined in the federal Migrant Education Program Service Delivery Plan, including School Readiness, English Language Arts, Mathematics, High School -Graduation and Services for Out-of-School Youth and Health.

    + Supervise the statewide Parent Advisory Council and direct the Early Learning Consultant with Council activities.

    + Represent the needs of migratory students and their families at the state and national level, representing CDE in conferences, interagency gatherings, national consortia meetings, as well as engaging with the media as directed by CDE Communications.

    + Utilize data and feedback to inform decisions, monitor progress toward goals and continuously improve program outcomes and operations.

    + Use quantitative and qualitative data to inform decision-making, support continuous improvement and communicate outcomes to partners and collaborators.

    + Ensure federal funds are spent efficiently and in alignment with program priorities.

    + Proactively identify potential compliance or operational risks and develop strategies to address them.

    Collaboration:

    + Promote communication and collaboration within the Student Pathways and Engagement Unit to strengthen cross-functional alignment and shared impact. Collaborate with the other Student Pathways and Engagement Unit directors, sharing promising practices and aligning processes and tools where appropriate.

    + Foster strategic partnerships externally with relevant governmental entities, including the Early Childhood Administration, Colorado Department of Labor and Employment, Colorado Workforce Development Council, Colorado Department of Higher Education, Department of Human Services, Mexican Consulate, other states’ educational agencies, etc.

    + Participate in national migrant education professional learning and collaborative opportunities, including the Interstate Migrant Education Council and efforts with surrounding states and states with similar students (geographic, number of students, family county of origin, etc.).

    + Develop partnerships with agriculture-serving organizations and agencies across the state to accelerate the office’s work.

    + Collaborate with other CDE areas, specifically the Office of Student Supports, Dropout Prevention and Student Re-Engagement Unit, Office of Postsecondary and Workforce Readiness and the Teaching and Learning Unit to support all highly mobile youth throughout the state.

    + Works with partners across CDE to increase coherence and establish structures for more aligned supports for migrant students and their families.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    MINIMUMEDUCATION ANDEXPERIENCE REQUIREMENTS:

    + Bachelor's degree in K-12 Education, Higher Education or Public Policy from an accredited institution.

    AND

    + Minimum seven (7) years of experience in K-12 education.

    + Minimum four (4) years of supervision experience. Ability and proven track record in leading and managing teams of five (5) or more team members.

    + Minimum three (3) years state and/or federal grant management experience.

    QUALIFICATIONS AND CONDITIONS:

    Qualifications for Success in the Position:

    + Demonstrated deep understanding of Colorado’s education landscape, specifically related to migrant education, student engagement and wraparound services.

    + Experience managing large budgets, preferably $5 million or more.

    + Experience using information to make data-informed decisions.

    + Experience cultivating stakeholder understanding in situations where there are various opinions.

    + Ability to provide oversight and direction to employees on the team, empowering employees to take responsibility for their jobs and goals and delegating responsibility as needed.

    + Ability to monitor and assess the performance of self, other individuals and grantee organizations in order to foster staff development and growth, make improvements and take corrective action if needed.

    + Experience with strengths-based accountability for outcomes with teams and staff members.

    + Demonstrated understanding of appropriate support roles in a given context and how to constructively provide leadership with insight and feedback.

    + Strong written and verbal English communication skills, in a variety of modes (memos, emails, reports, presentations, phone calls, etc.).

    Preferred Qualifications (Preferred/Not Required):

    + Fluent in Spanish in all four domains (Reading, Writing, Listening, Speaking).

    + Experience collaborating with partners to develop training systems.

    + Experience competing and managing contracts for resources and services.
