Civil Service Rule 2-7 requires all individuals who are not currently state employees submit to and pass a preemployment drug test prior to their appointment. In addition, Rule 2-7 stipulates that if an individual is given a conditional offer of employment fails or refuses to submit to the preemployment drug test, MSHDA must rescind the conditional offer of employment in writing, and the applicant is ineligible for appointment to the classified service for three years. Applicants will have 24 hours from the contingent offer to complete the drug test. The 24-hour requirement to complete the drug test begins once an applicant receives the formal conditional offer. Civil Service rules require individuals to submit to testing—even if you accept the conditional offer and later choose to rescind your acceptance. Failure to test within the allotted time will be considered a refusal to test. As a result, the offer will be rescinded, and you will be ineligible for appointment to the classified service for three years. Do you understand the requirements of the pre-employment drug testing, as well as the consequences of failing or refusing to submit to the test?
