This position is part of the Official Journals of Government, Government Publishing Office in Washington, District of Columbia. Responsibilities Coordinates scheduling of all congressional products and services as Government Publishing Office (GPO) primary liaison to various audiences and congressional staff. Schedules, tracks, and sets priorities for a wide variety of products. Recommends changes to congressional staff regarding product specifications for cost reduction or product improvement. Represents the office of Congressional Customer Services (CCS) in the production and development of electronic transmission of data. Resolves simple, informal complaints of employees and refers formal grievances and appeals to the appropriate official. Requirements Conditions of Employment Qualifications To qualify for the Lead Printing Services Specialist, PG-1654-13, you must meet the following requirements: Individual Occupational Requirement (IOR): A) Education: Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. OR B) Experience: Specialized Experience: Examples of qualifying specialized experience include: 1) Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions; 2) Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.); 3) Managing a printing plant that produces printing either for the government or private industry customers; 4) Performing production control work in a large printing plant; 5) Serving as a sales representative for a wide variety of printing equipment; 6) Analyzing the price and cost of preparation and production of printing; 7) Planning, estimating, and scheduling printing on a full-time basis for a variety of publications; 8) Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. AND In addition to the above Individual Occupational Requirement, applicants must possess one (1) year of specialized experience at the PG-12 (or equivalent) level or higher which includes: (1) Managing print and digital schedules and serving as liaison to ensure timely delivery; (2) Overseeing secure printing projects and advising on specifications and digital workflows; and (3) Leading teams, assigning tasks, and improving printing processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement (01/21/2026) to be considered. Education Substitution of education in lieu of specialized experience may not be used for this grade level. Are you using your education to meet the above IOR? If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Background Investigation: For a Suitability: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation. Schedule A (Disability Appointment): Documentation of eligibility for employment under Schedule A can be obtained from a licensed medical professional (e.g., a physician or other medical professional certified by a state, the District of Columbia, or a U.S. territory to practice medicine); a licensed vocational rehabilitation specialist (i.e., state or private); or any Federal agency, state agency, or agency of the District of Columbia or a U.S. territory that issues or provides disability benefits.
