Job Description
MARKETING STATEMENT
The Washington Metropolitan Area¿s (WMATA) Department of Transportation is seeking a Director, Administration & Continuous Improvement. This role directly supports Transportation¿s senior leaders in executing the department¿s goals in alignment with WMATA¿s Strategic Transformation Plan and the Chief Operating Officer¿s priorities. The successful candidate will lead a team of professional employees to manage and develop continuous improvement programs including internal controls & rules compliance, safety performance improvement, and design and implementation of business process enhancement initiatives to impact efficiency. The ideal candidate has the ability to communicate effectively with team members on all levels, from frontline employees to senior executives, set conditions for success, and develop team members to work independently and deliver high quality work products.
MINIMUM QUALIFICATIONS
Education
+ Bachelor's Degree in Business Administration or a Program Management discipline
+ In lieu of a Bachelor's Degree, a High School Diploma/GED and four (4) years project management experience, in addition to the experience stated below, will be considered
Experience
+ A minimum of ten (10) years of progressively responsible and diversified, advanced level administrative experience that successfully demonstrates the accomplishment of significant program goals. Demonstrated experience in developing, managing, and implementing complex projects to drive process improvement. Demonstrated experience in conducting analyses of operational performance data and preparation of reports.
Certification/Licensure

+ Experience in Transportation and Logistics

SUMMARY
The Director, Transportation Administration & Continuous Improvement is a member of the senior leadership team within Transportation responsible for continuous improvement, internal control compliance programs, and administrative support. The incumbent serves as Transportation's primary liaison with oversight departments within WMATA and leads continuous improvement efforts in alignment with the Authority's strategic goals, including in the areas of safety and business process enhancement. The Director guides the development of initiatives, defining challenges and future state goals; oversees execution of continuous improvement initiatives; establishes leading indicators and analyzes lagging indicators to assess the impact of initiatives. The incumbent oversees an ongoing internal control compliance program to assess adherence to established procedures; identify strengths, and opportunities for efficiencies and improvement.
ESSENTIAL FUNCTIONS
+ Oversees rollout, ongoing maintenance, and adherence to required Safety Management System processes, within the department.
+ Oversees preparation of materials and management of the process for departmental safety committee meetings to maintain visibility of and drive progress toward mitigating safety risks.
+ Oversees the delivery of recurring and ad hoc reports to drive overall performance, compliance with mandatory requirements, and stimulate discussion around opportunities for improvement.
+ Directs and leads staff responsible for conducting internal control compliance assessments and partnering with departmental stakeholders to respond to findings via development of corrective action plans and business process enhancement projects to support continuous improvement.
+ Directs and leads staff responsible for developing, updating, and managing business critical documents including standard operating procedures and work instructions to maintain standard processes in compliance with the Authority's Quality Management System Plan.
+ Coordinates and develops responses to audit findings from oversight entities, oversees execution of corrective action plans and provides progress reports to management and oversight entities to support effective internal collaboration and timely response to audit findings.
+ Participates in the development of departmental priority setting and provides ongoing leadership to develop and manage action plans in alignment with departmental priorities to ensure that objectives and established timelines for completion are measurable and attainable.
+ Manage staff responsible for position management and recruitment support including job description reviews, executing position reclassifications, and personnel actions to support recruitment, retention, and development of talented teams.
+ Oversees and orchestrates special projects including development of pre-solicitation documents and management of procurements through the contract lifecycle manage process when vendor support is required to support execution of departmental priorities.
+ Manages staff responsible for departmental administrative support including coordination of team development activities, quarterly, recurring and ad hoc meetings, and development of communications to the team to ensure required administrative tasks are timely completed in a quality manner.
+ Leads coordination of recognition programs; directs staff responsible for planning recognition forums, purchasing and packaging awards, and supporting activities to maintain and enhance employee engagement and morale.
+ Provide strategic and administrative support to Bus Services Senior Vice President to support the Senior Vice President's objectives.
