Performs technical and administrative lead duties on a regular and recurring basis by identifying, distributing, assigning and balancing workload and tasks amongst employees to accomplish the workload. Leads a team that provides Facility Commander and Government Flight Representatives with policy and procedural guidance regarding contractor aircraft ground operations Represents the organization with a variety of installation and functional area organizations Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors and team member functional development. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Adminstrative and Management Positions. The Air Force Sustainment Center (AFSC) Contract Field Team (CFT) Quality Assurance & Air Operations Section is seeking qualified candidates for the Lead Government Flight Representative (GFR) position. This announcement may also be used to fill other GFR and Ground Government Flight Representative (GGFR) positions as needed. Government Flight Representative (GFR) Aircraft Flight and Ground Operations Oversight. The GFR is responsible for oversight of contractor flight and ground operations, ensuring compliance with applicable instructions, safety standards, and contractual requirements. This critical role ensures the safe and effective execution of flight and ground operations in support of mission objectives. Requirement for the Position: GFR Minimum Qualifications: Per DCMA INST 8210.1D (and associated service instructions), the minimum qualifications to serve as a GFR are: - Must be a current or previously rated U.S. military officer, or - A previously rated Government civilian ***NOTE*** A previously rated Government civilian is a civilian employee of the U.S. Government who formerly held an official military aeronautical rating-such as pilot, navigator, or flight engineer-before transitioning to civilian service." Knowledge, Skills and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, organize, lead functions, mentor and motivate the staff of an organization. 2. Mastery knowledge of, and skill in applying, a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and methodologies; laws, regulations, guidelines, and precedent decisions; requirements of various legal jurisdictions; and practices common to contractual compliance. 3. Extensive knowledge in developing new techniques, legal processes and approaches, and requires mastery of advanced principles and concepts of a contract and contractual compliance. 4. Broad Knowledge of organizational concepts, principles, and practices as related to contractor compliance, to include requirements related to the design, manufacturing, repair, overhaul, and modernization of a variety of items for contractor and customer activities throughout the world. 5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 6. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. 7. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. 8. Ability to utilize AoP concepts and initiatives to plan, organize, and direct the functions and staff of an organization.
