Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
The successful candidate will be a member of a multidisciplinary team in a collaborative environment at the Livermore Operations office of the Nevada National Security Site (NNSS), managed and operated by Mission Support and Test Services, LLC (MSTS). The selected candidate will report to the Livermore Operations Diagnostic Engineering Manager.
Key Responsibilities
+ The successful candidate will lead two separate groups.
+ Diagnostic Field Services group: a group of technicians and technologists that support engineers and scientists to solve complex National Security Enterprise (NSE) problems. The group is multi-disciplined and comprised of staff at various skill levels. The work occurs both in laboratories and in field locations. Work includes target area support at the National Ignition Facility (NIF), support of diagnostic calibration for the NIF, support of diagnostic development, support of other various fieldwork activities at LLNL and the Nevada National Security Site (NNSS).
+ Production Engineering group: The group is comprised of Computer Aided Design (CAD) and mechanical engineering subject matter experts. The work occurs primarily at Livermore Operations in an office environment, but will require some staff to deploy developed systems to field locations. The work team is involved in projects at Lawrence Livermore National Laboratory (LLNL), Sandia National Laboratory (SNL), Las Alamos National Laboratory (LANL), and the Nevada National Security Site (NNSS).
+ Team management includes making certain that team members are attached to value added projects, working to develop the skills of current staff, and being an integral part of hiring new staff with skills necessary to meet current and emerging demand. The job requires regular interaction with NNSS Project Management and Livermore Operations Management.
+ Maintains staff by recruiting, selecting, orienting, and training employees; maintaining a safe, secure, and legal work environment; developing growth opportunities.
+ Accomplishes staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards
+ Maintains quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems; identifying trends; recommending system improvements
+ Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
+ Creates an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
+ In addition to functional supervision and leadership expectations, the supervisor will be an individual technical contributor.
+ Responsible for Earned Value (EV) work package management on NNSS technical projects that have key elements located at Livermore Operations.
+ Technical responsibility will be in CAD, automation, or other engineering relevant support tasks.
+ Travel to other MSTS sites occasionally required.
Qualifications
+ Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
+ Desired skills and knowledge include computerized data acquisition, computer aided design, test and measurement technology, and computer control instrumentation.
+ Desired skills in Product Data Management (PDM) software and Configuration Management (CM) implementation for design teams.
+ Must possess planning and organizational skills and initiative
+ Must be able to effectively deal with deadlines and multiple tasks, and demonstrate leadership qualities with emphasis on continuous improvement and team building.
+ Ability and initiative to collaborate with internal and external resources is also desirable.
+ The primary work location will be our Livermore Operations Facility.
+ Work schedule will be 4/10s Monday through Thursday (subject to change).
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
**Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: **$126,984.00 - $203,174.40.**
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
