This position is located with the BLM Fire & Aviation Directorate, Division of Support Services, Site/Facilities Branch, Security Section located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Responsibilities Develops and implements policy and procedures and use. Operates, monitors, and maintains two security operating systems. Maintains security program and administrative reference materials, project files, and relevant background documents. Provides technical advice, guidance to management officials on a variety of security problems as they relate to security operations. Ensures compliance with all mandatory regulatory and operational requirements. Plans and organizes security operations of the organization in all functional areas. Responds to emergencies and/or alarms and documents incidents. Reports issues with building equipment, fire alarms, air handling unit, humidity and/or water alarms, etc. Contacts facility maintenance as required. In emergent situations when facilities personnel are unavailable contracts are made directly with repair contractors as appropriate. Assesses alarms and reacts accordingly based on assessment dispatching security patrol for further follow up, contacting local law enforcement authority, and logging the alarm. Provides positive entry control for NIFC Campus in accordance with standard operating procedures and other directives. Physically verifies federal credentials and/or other identification documents. Monitors headquarters reception duress and base phone system initiated 911 calls. Dispatches patrol and summons local law enforcement agency as appropriate and/or as situation warrants. Maintains current knowledge of the Bureaus/NIFC/Boise Airport policies and regulations sufficient to answer questions on procedures. Serves as a Contracting Officer's Representative (COR) for the NIFC physical security contract. Receives, responds, and resolves complaints from NIFC staff concerning physical security services. Serves as COR for security upgrade construction contracts. Reviews and approves contractor’s submittals to ensure contract-specified products are being provided. Requirements Conditions of Employment Qualifications Specialized Experience: In order to be rated as minimally qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. For GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience operating alarm systems, AMAG Symmetry access control systems, and FLIR Latitude video surveillance systems to include troubleshooting minor problems. Experience with working with contractors and any COR related experience. Experience providing OJT training to newly hired guard staff. Full spectrum of NIFC security guard experience; incident response, report writing, and access control duties. -OR- Education: Completed one full year of graduate level education. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: A majority of the work will be conducted in a typical office setting. Security guard duties will be performed outside, where the incumbent is required to stand for long periods of time on hard surfaces or concrete and is subjected to the risk of being exposed in changing weather conditions. Routine work includes a moderate degree of physical discomfort (walking, running, climbing ladders and stairs, and stooping). The incumbent may also be required to use non-lethal force in defending themselves against a physical attack (person, animal, and/or vehicle) Work Environment: Shiftwork is performed indoor and outdoor, in daylight and in the dark of night, and in adverse weather conditions seven days a week around the clock. The incumbent may be subjected to potential hazards (motorized vehicles, slippery surfaces, dust, smoke, noxious fumes, bright lights) and bodily harm/injury from persons intending harm. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts. Pass/Fail Courses: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society. Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
