Salary: Competitive
The ideal candidate should have prior experience working with Congressional offices, state and local officials, and business/community leaders, particularly within West and Middle Tennessee. Candidates with a background in congressional staff roles and who demonstrate a strong understanding of West and Middle Tennessee’s key issues, as well as familiarity with TVA's presence in the area is a plus. This position may require up to 40% travel for TVA-related business as needed.
Position Purpose
Position has dual responsibilities related to government relations (70%) and community relations (30%).
Along with the Sr. State Director, develops and implements initiatives to ensure effective regional government relations and community outreach .
Works closely with external strategic partners and consultants on strategic initiatives that positively shape outcomes for TVA and the public power model .
Serves as a TVA government relations liaison with Valley-based congressional district staff, Governors and their administrations, state agencies, state legislators, local elected officials, and related industry groups within assigned region. Builds support for the public power model and strengthens TVA relationships with key elected officials. Helps develop and implement robust corporate-level policy and strategic initiatives including stakeholder engagement plans for effective district, state, and local government relations. Monitors and alerts TVA executives and staff on proposed state legislation that could impact TVA and its stakeholders. Helps elected officials address constituent questions and concerns about TVA.
Serves as a TVA community relations liaison with business and community leaders and organizations, educational institutions and related groups within assigned region. Leads initiatives that strengthen TVA’s reputation as a good corporate citizen. Manages regional aspects of TVA community contributions, volunteerism, educational initiatives, civic engagement, and special projects.
Gathers intel and advises the Sr. State Director, SVP & Chief of Government and Community Relations, and other TVA executives on current and emerging state and regional issues or trends that might impact TVA. Provides policy and procedure advice to facilitate effective decision-making.
Monitors state legislative activities and analyzes legislation of possible interest to TVA. Works with internal partners and subject matter experts to review legislation of interest. Uses wise discernment to determine possible impacts to TVA and its stakeholders. Alerts TVA executives and staff to issues of concern. Develops and implements strategic legislative initiatives. Prepares legislative analysis reports and summaries.
Manages special projects as assigned.

Principal Accountabilities - $750,000
+ Works closely with the Sr. State Director and team to strengthen TVA’s relationships with Valley-based congressional district staff, Governors and their administrations, state agencies, state legislators, local elected officials and related industry groups within assigned region.
+ Along with the Sr. State Director, develops and implements initiatives to ensure effective regional government and community relations .
+ Develops and implements effective strategic initiatives and stakeholder engagement plans for accomplishing TVA’s goals and objectives related to district, state, and local government relations, and regional community relations. Coordinates with the TVA Washington, DC office on congressional district strategy, projects, and initiatives.
+ Works closely with external strategic partners and consultants on strategic initiatives that positively shape outcomes for TVA and the public power model.
+ Establishes and maintains a strong network of positive relationships with elected officials to increase understanding and support of the public power model and TVA and its mission, projects and strategic objectives.
+ Educates and informs elected officials about TVA and the value it brings to the Valley. Briefs elected officials on current and upcoming TVA projects of interest. Helps elected officials address their constituents’ questions or concerns related to TVA. Effectively manages their expectations related to TVA issues.
+ Facilitates strategic interactions and coordinates meetings and special events between TVA executives and state and local officials and state agencies.
+ Remains keenly aware of the state and regional political landscape and advices the Sr. State Director , SVP & Chief of Government & Community Relations, and other TVA executives on current and emerging state and regional issues or trends that might impact TVA. Provides policy and procedure advice to facilitate effective decision-making.
+ Builds positive relationships with state administrative and regulatory agencies to maintain an awareness of current and proposed rules and regulations that could potentially impact TVA.
+ Monitors state legislative activities and analyzes legislation of possible interest to TVA. Works with internal partners and subject matter experts to review legislation of interest. Uses wise discernment to determine possible impacts to TVA and its stakeholders. Alerts TVA executives and staff to issues of concern. Develops and implements strategic legislative initiatives. Prepares legislative analysis reports and summaries.
+ Works with state legislative committees to facilitate legislative hearings related to TVA and its initiatives. Arranges for and assists TVA executives and subject matter experts in providing information and/or testifying before legislative committees.
+ Facilitates opportunities for regional elected officials, LPC’s, and directly served customers to partner with TVA on community external outreach initiatives.
+ Works closely with the Sr. State Director and team to strengthen TVA’s relationships with business and community leaders and organizations, and educational institutions within assigned region. Serves as the face of TVA programs and services to local communities, civic organizations, business and community leaders, educational institutions and coordinates their interaction with TVA organizations.
+ Positions TVA as a good corporate citizen by partnering with other TVA organizations to develop and implement effective regional strategic community relations outreach plans including corporate giving, and civic engagement.
+ Directs aspects of TVA’s civic engagement initiatives for external board participation including recruiting TVA executives, leaders and employees to serve on non-profit and civic boards.
+ Manages aspects of TVA’s educational initiatives including developing K-12 strategic partnerships in strengthening Science, Technology, Engineering, and Math (STEM) educational initiatives.
+ Manages aspects of TVA’s employee volunteer program including developing initiatives to provide volunteer opportunities. Implements processes and tools for tracking employee volunteer hours and commitments.
+ Responds to emergency events in the community by providing support to local nonprofit organizations, local elected officials, LPCs, and volunteer cleanup efforts. Provides emergency supplies and coordination communication between communities, LPCs, elected officials, TVA organizations, and emergency management organizations.
+ Plans and execute external stakeholder events. Works nights/weekends as needed to support TVA and community events.
+ Manages special projects as assigned by Sr. State Director.
+ Other duties as assigned.
Minimum Requirements
Education— Bachelor’s degree in political science, business, public relations, communications or related field of study.
Experience— At least ten years of experience in business, government relations, community relations, public relations, communications, or related field. Preferred experience serving as a TVA liaison with external stakeholders including elected officials and their staffs, LPCs, business and community leaders, non-profit or civic organizations, and educational institutions.
Knowledge/Skills/Abilities—Strong leadership, communication, presentation, and interpersonal skills are required. Must have demonstrated decision-making ability and sound judgment. Robust knowledge of TVA and its mission and key initiatives, and the TVA region is required. Must have a keen awareness and understanding of federal, state, and local political structures and landscapes. Must have demonstrated a spirit of service and connection through community involvement and civic engagement. Must have demonstrated skills in planning and organizing events for large groups including high-level public officials and executives. Must be available to work beyond normal work hours including nights and weekends as needed.
