    This newly created position offers an exciting opportunity to play a key role in supporting MNsure’s workforce and shaping the future of its HR operations. As the Leave Management and Transactions Coordinator, you will provide essential HR support by managing technical human resources processes, maintaining accurate employee records, and serving as a trusted resource for staff and managers.

     

    In this role, you will oversee all aspects of employee leave programs—including FMLA, disability, military, workers’ compensation, and workplace accommodations—and serve as the agency’s Vacation Donation Coordinator. You will also process human resources transactions in SEMA4, maintain electronic personnel files in EDMS/FILENET, and provide administrative and technical support to the HR team.

     

    This position is ideal for someone who enjoys detailed HR work, values accuracy and compliance, and wants to make a meaningful impact by ensuring employees receive timely, consistent, and supportive HR services.

     

    This position has access to documents/data containing labor relations information as defined by M.S. 13.37. Provides data and information to labor negotiations as it relates to workgroup, job allocation, and selection issues. Provides assistance and information for use in the development of a strike plan.

    Minimum Qualifications

    Two (2) years of human resources (HR) experience that includes at least four of the following:

    Experience must include:

    + Experience using HR data management systems such as SEMA4 (Statewide Employee Management), Peoplesoft or similar systems

    + Administering FMLA and other types of leave requests including determining eligibility and evaluating, processing, and tracking requests.

    + Applying federal, state, and/or employment contract language, personnel rules, policies, and procedures as it pertains to employee benefits, transactions and/or payroll.

    + Processing data in an HR data management system or electronic applicant tracking system sufficient to maintain accurate records.

    + Maintaining HR records such as personnel, hiring, training and medical files

    AND

    + Skills using an HR information system (HRIS) sufficient to review, enter and maintain employee and position information.

    + Skill in Microsoft Office suite of products (such as Word, Excel, Teams, SharePoint, PowerPoint), as well as Adobe Acrobat

    + Strong oral communication skills sufficient to relay sensitive/personal information via email and in producing a wide variety of documents such as memos, letters, and forms making changes to align with policy and procedures.

    + Customer service skills sufficient to assist with and respond to requests from internal and external customers in a tactful, effective and timely manner.

    Preferred Qualifications

    + Variety of experiences working effectively with others from different backgrounds and cultures

    + Skills using PeopleSoft/SEMA4 sufficient to review employee and position information, pull standard reports, and process personnel transactions.

    + Working knowledge of the AFSCME, MAPE and MMA collective bargaining agreements; Commissioners and Managerial Plans; rules and laws (i.e. FMLA, Affirmative Action and Data Practices) that affect Human Resources.
