    This position exists to provide leadership and strategic oversight for the integration of traditional healing services into Minnesota's 1115 SUD System Reform federal demonstration project. The position serves as the primary lead for implementing, managing, and monitoring traditional healing services established under legislative directives to tribal nations and urban Indian communities.

     

    The incumbent will coordinate the integration of traditional healing practices into the continuum of substance use disorder care, ensuring compliance with federal Standards and Conditions (STCs) issued by the Centers for Medicare and Medicaid Services (CMS) while respecting tribal sovereignty and culturally congruent service delivery models. This position is critical to building capacity among culturally specific providers in the behavioral health workforce and ensuring equitable access to traditional healing services for American Indians experiencing substance use disorders.

     

    The position requires expertise in traditional healing practices, knowledge of tribal consultation processes, understanding of federal Medicaid waiver requirements, and the ability to navigate complex relationships between state government, tribal nations, urban Indian communities, and federal agencies.

    Some responsibilities include, but not limited to:

    + Traditional healing administration and oversight

    + 1115 demonstration federal compliance and reporting

    + Sustainable funding strategy and policy development

    + Stakeholder engagement and technical assistance

    Minimum Qualifications

    Three (3) years of highly skilled experience with American Indian traditional healing and cultural knowledge in the field of substance use disorder and/or mental health services.

    Experience must clearly demonstrate:

    + Understanding of indigenous healing modalities, ceremonies, and cultural protocols

    + Experience working with American Indian communities, preferably on a reservation or with a tribal organization in behavioral health services or be an American Indian familiar with behavioral health services.

    + Understanding of public administration, policy analysis, and stakeholder engagement.

    + Working knowledge of in the development of recovery models of mental health and substance abuse services delivery for adults and children.

    + Knowledge of Minnesota's social services and health care delivery and finance system, including Behavioral Health Fund, Medicare, Medicaid, and related federal programs.

    + Understanding of federal 1115 waiver requirements, Medicaid regulations, and reporting requirements.

     

    _* Bachelor’s Degree in Human Services, Psychology, Public Health, Social Work or related field may substitute for one (1) year of work experience._

     

    _**Master’s Degree in Human Services, Psychology, Public Health, Social Work or related field can substitute for two (2) years of work experience._

    Preferred Qualifications

    + Experience working effectively with others from different backgrounds and cultures.

    + Familiarity with tribal sovereignty, treaty rights, and government-to-government consultation processes.

    + Knowledge of state and federal laws and regulations governing behavioral health services and grants.

    + Familiar with Department of Human Services (DHS) programs and services delivery options.

    + Knowledge of indigenous evaluation best practices and tribally driven, community-based participatory research methodologies.

    + Familiarity with the legislative process.

    + Experience managing budgets.

    + Program management skills to employ creative strategies and techniques.

    + Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
