    The Maryland Transit Administration (MTA) invites you to apply today to be considered for a position that provides customer service to the citizens of Maryland every day. MTA is one of the largest transit systems in the United States and is seeking dynamic and energetic individuals to join the MTA team.

    The Maryland Transit Administration (MTA) is seeking a dynamic team player to join its Office of Safety Management & Risk Control for the position of Safety Officer!

     

    The Safety Officer is responsible for organizing, administering, and monitoring the MTA Public Transportation Agency Safety Plan; ensuring compliance with all Federal, State, Local and MTA Safety regulations/standards; using safety management system methods and principles to address safety issues throughout the MTA and encompassing passenger, employee, Commuter Bus and Commuter Rail, Light Rail, Bus, Mobility and Metro Subway; providing safety-engineering, education, and specified safety operations for their assigned area of responsibility. Inspecting vehicles, support vehicles, facilities, sites, designs, specifications, and the like to identify hazards, perform risk assessments, and prevent the occurrence of accidents and unsafe conditions; participating in internal/external audits of contracted providers; providing Quality Assurance oversight of processes and procedures related to safety concerns; writing and revising SOP's, making safety risk mitigation recommendations and writing daily reports as required. Safety Officer shall work with modal departments to ensure timely corrective action plan (CAP) compliance.

     

    The Safety Officer is also required to investigate incidents/accidents and decide on the cause and recommend improvements to facilities, sites, designs, specifications, equipment, policies, procedures and training to prevent reoccurrence. Accident investigations will also require interviewing witnesses and involved parties in a professional manner, and this employee will be required to complete a factual and comprehensive report. Daily field observations of the MTA system. Safety promotion and communication, capturing and acting upon safety issues from employees, and making employees aware of MTA's safety priorities and initiatives. The Safety Officer will not normally be required to supervise other staff but is expected to take charge at an accident or incident if necessary.

     

    Additional assignments may be given to meet the need of proactively managing the safety of the MTA. Serves as liaison with MTA personnel to review plans and specifications for renovations, new construction, and equipment to ensure compliance with applicable codes and safety certification of bus, rail, and industrial operations. Organizes and leads monthly modal Safety Committee meetings to discuss safety issues and determine action items specific to each MTA mode.

     

    This position is located in Baltimore City, Maryland.

    Qualifications

    Education: Graduation from an accredited college or university with a bachelor's degree in safety, industrial hygiene, transportation or a related technical field.

     

    Experience: Two years of experience interpreting, developing, implementing and ensuring the compliance of safety regulations within a bus, rail or industrial work environment.

    Notes:

    1. Additional graduate education in safety, industrial hygiene, transportation or a related technical field, at an accredited college or university, may be substituted at a rate of thirty semester credit hours for each year of the required experience for up to one year.

    2. Additional work experience, as defined above, may be substituted for the required college education at a rate of one year of experience for thirty semester credits of education.

     

    Licenses & Certifications

     

    Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator's license valid in the State of Maryland.

    Notes:

    1. Employees may be exposed to a variety of hazards such as toxic materials and fumes, asbestos, flammable or combustible agents, requiring the use of appropriate safety equipment.

    2. Employees are subject to being on call 24 hours a day and will be required to maintain a reliable communication link for the purpose of emergency call back requirements.

    3. Employees in this classification are subject to substance abuse testing in accordance with Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.

     

    Additional Information

     

    Modal Safety Officers should foster a positive safety culture by leading with integrity, and adhering to and enforcing all safety rules, policies, regulations, and personal protective equipment requirements to support a safe and healthy working environment. This position is responsible to Chair/Co-Chair and/or attend safey committee meetings and for the identification of safety hazards and concerns, conducting inspections, event investigations and safety risk assessments, aiding with the development of reccommendations, and Corective Action Plans(CAPs) to address safety concerns including tracking and implementation verification. Modal Safety Officers must report unacceptable hazards/workplace conditions to supervision immediately.
