Summary This vacancy is for a GS-0343-14, Supervisory Management and Program Analyst located in the Assistant Commandant for Resources (CG-8) Directorate, Office of Resources, Org analysis & Workforce Management, Resources and Program Support Division at the U.S. Coast Guard Headquarters, in Washington D.C. Responsibilities You will serve as a Supervisory Management & Program Analyst in a Senior Subject Matter Expert (SME) role providing advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Assess program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs. Provides long-range planning, recommends and participates in developing strategies and for Coast Guard wide policies. Recommend short and long range goals in subordinate organization. Recommend staffing patterns based on workloads and fiscal limitations. Set and adjust short-term and long-term priorities for the Division. Provide technical advice, instructions, and counseling to subordinates on work performance and administrative matters. Qualifications To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis: Directs Budgetary and Financial Operations: Serve as an expert on budgeting and financial management issues and activities, including historical cost, determine resource requirements and recommends resource allocations based on priorities and needs. Procurement and Contracting: Oversees and coordinates complex procurements with managers. Organizational Planning: Ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations. Program Analysis: Knowledge of Government acquisition laws, principles and policies. Military Command Structure: At least one year working with the military command structure, missions, programs, and organizational relationships within the Organization and Command as well as a thorough knowledge of quantitative and qualitative methods and techniques to manage, plan, coordinate, integrate, and implement organization initiatives.
