The Position
Job Appointment: Full-Time
Work Schedule: M onday–Friday, 8 am-5 pm. An alternate schedule may be available.
Work Location: 2 010 N INTERSTATE AVE, PORTLAND, OR 97227. This position may be eligible for hybrid work status once probation is completed and with management approval. The current hybrid work policy for the City of Portland is to be in the office 50% of the time.

The Portland Bureau of Water is seeking a qualified Laboratory Coordinator to join its team.
This upper-level laboratory position is responsible for overseeing the laboratory’s Quality System and serves as the primary point of contact for all QA/QC activities. Key duties include reviewing and managing quality control data, writing and/or reviewing QA documentation such as SOPs and the Quality Manual, ensuring compliance with standardized analytical processes, and managing data and records for the Portland Water Bureau Laboratory. The role requires extensive interaction with internal and external clients, a thorough understanding of laboratory workflow, and documented training and/or experience in QA/QC procedures. The position must be well-versed in the Quality System as defined under current TNI standards and able to work collaboratively with laboratory management.
Additional responsibilities include maintaining training records for iDOCs/DOCs, managing documentation for LOQs/MDLs, monitoring and maintaining laboratory certifications, initiating and tracking corrective actions, conducting internal audits, and coordinating proficiency testing for the entire laboratory to maintain ORELAP accreditation. This position ensures compliance with current TNI standards, 40 CFR Part 141, the 2005 Drinking Water Certification Manual, and Standard Methods. It also provides customer support for laboratory data users by validating sample results, responding to inquiries, and investigating technical concerns.
The laboratory coordinator may serve as a laboratory representative in the design, development, implementation, and maintenance of information systems as well as participate in decisions regarding software applications related to laboratory information management.
This classification is represented by the American Federation of State, County, and Municipal Employees (AFSCME) Local 189. To Qualify
Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:
+ Experience applying chemical and microbiology protocols in relation to the following: Standard Methods and US EPA Methods for the analysis of drinking water samples, and NELAP/ORELAP requirements as they pertain to accreditation programs, sampling and analytical protocols, and reporting requirements.
+ Experience applying QA/QC principles to inorganic and organic chemistry, microbiology, and quantitative analysis, including adherence to EPA regulatory requirements, TNI standards, and laboratory accreditation programs.
+ Experience serving as the focal point for QA/QC activities, including reviewing quality control data, writing and reviewing QA documents such as SOPs and the Quality Manual, coordinating proficiency testing, monitoring laboratory certifications, and ensuring compliance with EPA regulatory requirements, TNI standards, 40 CFR Part 141, and other applicable federal and state programs.
+ Experience initiating and tracking corrective actions, conducting internal audits, responding to technical questions, overseeing sample handling and custody procedures, ensuring conformance with project sampling requirements, resolving non-conformances, and making determinations regarding sample validity.
+ Experience providing customer service for laboratory data users, reviewing analytical results, verifying data accuracy and completeness in LIMS, electronically validating the data, and investigating and responding to questions and customers' technical concerns.
Applicants must also possess:
+ A degree in chemistry, environmental science, biology, microbiology or a related field, and four to six years of progressively responsible analytical laboratory experience, or equivalent.
