Position classification
Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job
The Behavioral Health (BH) Strategist is an experienced and visionary leader responsible for shaping, developing, and implementing a comprehensive behavioral health vision and strategic plan for Adams County Health Department (ACHD) to strengthen the behavioral health continuum of care for all communities across Adams County. This leadership position is responsible for conducting a landscape analysis of the BH service needs, resources, and system gaps across Adams County for all ages and communities and providing strategic recommendations to ACHD and County leadership to guide decision-making and cross-sector collaborations. The BH Strategist is an ideal position for an innovative, self-starting leader with extensive experience in behavioral health administration, implementation, or oversight and a demonstrated ability to advance cross-sector collaborations with healthcare organizations, human services, criminal justice, and community-based organizations to drive systems-level change.
This is a temporary full time position that is authorized to work for up to 12 months. This position is eligible for medical coverage for themselves and children (no spousal coverage), the 457b deferred compensation plan through Nationwide, and paid Sick & Safety time which accrues at 1 hour per 30 hours worked. This position is not eligible for any other benefits including dental, vision, holiday/sick/vacation accruals, and pension participation.
Examples of Duties for Success
Leadership and Administration (40%)
+ Conduct a comprehensive landscape analysis of behavioral health services, capacity, gaps, and opportunities across all Adams County populations and communities
+ Lead the creation and implementation of a comprehensive countywide behavioral health strategic plan, addressing service gaps, cost analyses, funding strategies, and governance structure, and integrating tailored strategies for those experiencing unfair differences in health outcomes
+ Provide strategic direction and technical expertise to county leadership on behavioral health systems design, governance models, and potential County roles
+ Oversee project management, goal setting, and performance monitoring for behavioral strategy development
+ Prepare reports, presentations, and recommendations for leadership, elected officials, and community partners
+ Evaluate current data systems, identify data gaps, recommend improvements, and ensure compliance with relevant regulations
Fund development (20%)
+ Provide strategic advice on innovative financing mechanisms
+ Build partnerships with state agencies, philanthropic organizations, and private funders to leverage resources and maximize impact
+ Collaborate with the Performance and Business Excellence division to prepare and submit grant applications
+ Design sustainable funding and investment strategies to support a robust ACHD BH team as well as long-term behavioral health system improvements
+ Identify and pursue grants and other funding opportunities to support county and community behavioral health priorities
Policy and Systems Change (20%)
+ Analyze existing policies, regulations, and funding structures and opportunities to identify barriers and opportunities
+ Monitor and influence policy development at state and federal levels, ensuring alignment with local priorities and supporting advocacy efforts
+ Identify, recommend, and support policy and systems strategies that strengthen behavioral health access and coordination
+ Collaborate with local, regional, and state policymakers to align county behavioral health efforts with broader system transformation
+ Advocate for BH related positions and system improvements that promote integrated care across behavioral health, primary care, human services, and justice systems, as well as less traditionally considered roles such as Parks & Recreation or the Animal Shelter.
+ Strategically identify and develop plans for physical infrastructures needed to support behavioral health initiatives, including inpatient facilities, crisis centers, and integrated community spaces
+ Assess and enhance organizational structures, decision-making processes, and policy compliance to support robust behavioral health systems
Community Engagement and Partnerships (20%)
+ Build and sustain trusted, collaborative relationships with existing BH team members, governmental bodies, community partners, healthcare systems, behavioral health providers, funders, and individuals with lived experience to co-design system solutions and align to execute strategies effectively
+ Convene and lead cross-sector partnerships, coalitions, or advisory groups focused on behavioral health system improvement needs
+ Represent the County on regional and state committees and at public meetings to elevate community behavioral health priorities
+ Communicate progress, outcomes, and opportunities to community members and interest-holders in clear and accessible ways
+ Promote collaboration across healthcare, education, human services, and justice systems to address social and structural determinants of behavioral health
+ Develop and oversee communication strategies to engage the community, reduce stigma, and build broad-based support for behavioral health initiatives
Qualifications for Success
+ Deep understanding of behavioral health systems, including community mental health, public health, substance use disorder services, and crisis response
+ Strong skills in strategic planning, vision creation, policy analysis, systems change, and initiative implementation
+ Demonstrated success in engaging interest-holder and building coalitions across multiple sectors
+ Excellent written, verbal, and presentation skills, including the ability to communicate complex information and ideas to varying audiences
+ Ability to facilitate community-driven decision-making
+ Experience working in county or state government or managing behavioral health initiatives across multiple jurisdictions
+ Familiarity with Colorado’s behavioral health system, including Medicaid/RAEs, BHAs, and Co-Responders
+ Demonstrated experience in senior leadership roles with behavioral health administration or oversight
+ Exceptional ability to operate independently, effectively managing multiple complex projects, and lead high-level collaborations
+ Expertise in community engagement, public policy advocacy, data-informed decision-making, and public relations
+ Experience leading projects serving priority populations identified through data-driven decision-making and community-led prioritizations
+ Skilled in building coalitions and fostering cooperative relationships across various interest groups

Requires a Bachelor's degree in Public Health, Public Policy, Public Administration, or a related field AND at least 5 years of related experience.

A Master's degree in Public Health, Public Policy, Public Administration or a related field AND at least 3 years of related experience.
Must pass a criminal background check.
