Work Unit:
The Public Assistance Quality Assurance (PAQA) section exists to:
+ Administer a Quality Assurance program that enhances payment accuracy and improves program administration by measuring program accuracy and outcomes using standardize tools and proven practices.
+ Collaborate with partners to prevent and mitigate errors.
+ Provide independent review and quality improvement processes for the Adult Financial (AF), Child Support Services (CSS), Colorado Works (COWorks), Low-income Energy Assistance (LEAP), and the Supplemental Nutrition Assistance (SNAP) programs including case file reviews, data collections, and analysis and reporting on findings.
+ The Public Assistance Quality Assurance (PAQA) unit responsible for identifying factors that impact service delivery at the state and county level and providing recommendations to program areas and counties to enhance accuracy and improve program administration. This includes recognition of program accountability for county service delivery outcomes and working with programs and counties to provide technical assistance based on data findings and trends to specify an efficient path toward overall improvement. This work includes reviewing for eligibility and payment accuracy, monitoring for compliance with rules and regulations, compliance with existing county plans or policies, measuring program outcomes and employment goals, and identifying efficiencies in service delivery. Activities include reviews of county case files and work processes, data analysis, consultation with program areas on policy or system initiatives, and recognizing and recommending streamlining opportunities that cross programs to increase the overall efficiency and effectiveness of public assistance programs across the Department. The section also works closely with other Divisions and Offices within the Department, other state agencies, the Governor’s Office and client advocacy organizations in the implementation of Quality Assurance and Quality Improvement (QA/QI) strategies.
Description of Job
What you will be doing:
This position exists to review Child Support Services case files for adherence to federal and state regulations along with Volume 6.
+ This position provides policy and procedural guidance regarding appropriate last required actions, verification of documentation, and data entry in the Child Support Services system, Automated Child Support Enforcement System (ACSES) through case file reviews and reviews of case actions.
+ Responsibility of this position includes ensuring the last required action met program requirements according to federal and state regulations along with Volume 6. These reviews often include technical issues and complex situations that require the resolution of compliance problems and reconciliation of divergent viewpoints. This position provides continuous data to the PAQA Data Manager on frequency, magnitude, and sources of non-compliance.
+ The data identified through the reviews is utilized by the Public Assistance Quality Assurance (PAQA) division, program areas, and counties to improve program performance and client services; directly advise state and/or county administrators of areas of risk and formulate improvement plans for eligibility and payment accuracy to prevent errors and achieve program compliance and meet program outcomes.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position with a minimum of (two) 2 years working directly for the child support program, including using the Automated Child Support Enforcement System (ACSES).
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years with a minimum of (two) 2 years working directly for the child support program, including using the Automated Child Support Enforcement System (ACSES).
Preferred Qualifications
+ More than 3 years experience in establishing child support cases, enforcing child support orders, or processing and managing an interstate child support services caseload;
+ More than 3 years experience using ACSES;
+ More than 3 years completing quality assurance case file reviews for public assistance at the state or county level including providing written findings.
+ More than 3 years experience interpreting and applying state and federal laws and regulations governing child support services to individual household circumstances;
+ More than 2 years experience collaborating with internal and external organizations, county departments of social/human services and community stakeholders to plan and execute program activities and/or error reduction strategies;
+ Possesses certification in communication, facilitation, or mediation.

+ Must possess a valid, non-restricted Colorado Driver’s License or an non-restricted U.S. Driver's License for positions within 30 miles of the CO state border
+ Position must have the ability to travel to and from multiple office sites, county locations, and other locales to conduct business with program areas and counties as well as to attend training and in-state conferences.

CDHS Selection Process Explanation
Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
