    The Communications Division directs all external communications activities for HCPF to further the agency mission, vision, and values and advance health outcomes for all Coloradans. This includes managing brand experience for both members and general stakeholders, communications planning and message development, media relations & crisis communications, creating accessible and human-centered design solutions, and member content strategy and compliance with the Correspondence Improvement Act (25.5-4-212, C.R.S. or Senate Bill 17-121). The division also maintains oversight of any HCPF or vendor-created material directed at external audiences on behalf of the agency or Health First Colorado brand. This includes collaborating across levels of Department leadership on high profile matters to make certain they are handled in a manner that is most beneficial to the citizens of Colorado and to the Department. The Communications Division manages the nature, timing and scope of HCPF’s external communication activities and works with Subject Matter Experts to develop the external communication content. The Communications Division has responsibility for crafting messages to members, providers, legislators, community organizations and other stakeholders that are accurate and that reflect the overall mission, vision and accomplishments of the Department. The division works closely with the Executive Director’s Office on executive communication strategy for external audiences.

     

    We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid, to full-time in the office.     Description of Job

    The Systems Change Communications Specialist develops and implements the department-wide organizational change management (OCM) strategy for eligibility and coverage changes related to H.R. 1, including consistent communication across internal teams and external partners (counties, Colorado Department of Human Services (CDHS) and Regional Accountable Entities (RAEs). This role ensures that organizational projects meet objectives on time and on budget by increasing adoption and usage of processes related to new eligibility requirements at the state and county level. Focusing on the people side of change, this role equips and supports staff at HCPF, CDHS, and counties to adopt and use changes to business processes, systems and technology, and organizational structures as a result of H.R. 1; it also defines OCM and communication strategies for broader use with external stakeholders.

    Additional responsibilities include:

    + Serves as the Department’s Staff Authority for Organizational Change Management (OCM) related to the implementation of community engagement (“Work”) requirements and other eligibility changes.

    + Leads the planning and execution of communications and readiness strategies to support successful implementation of H.R. 1 eligibility changes across key partners including counties, CDHS, and RAEs.

    + Works closely with CDHS staff, eligibility workers, Department eligibility and system teams, and external contractors to align the “people side of change” with policy and system changes in CBMS and PEAK.

    + Directs contractors and collaborates with counterparts at CDHS responsible for business process mapping, system requirements documentation, training, and OCM deliverables related to eligibility changes mandated by H.R. 1; reviews their outputs for accuracy, operational alignment, and policy compliance prior to Department approval.

    MINIMUM QUALIFICATIONS:

    There are two ways to qualify for this position:

    Option 1:

    Experience Only:

    Seven (7) years of relevant experience in organizational change management, public relations, corporate/professional communications roles, public affairs,and/or government relations

    OR

    Option 2:

    Education and Experience:

    A combination of related education and/or relevant experience in organizational change management, public relations, corporate/professional communications roles, public affairs, and/or government relations equal to seven (7) years

     

    Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

     

    + An associate will count as two years of experience

    + A bachelors will count as four years of experience

    + A masters degree will count for six years of experience

    + A doctorate or juris doctorate degree will count for seven years of experience

    PREFERRED QUALIFICATIONS

    + Previous relevant state or federal experience

    + Excellent communication skills; able to communicate effectively and articulately in writing and orally.

    + Experience in developing and implementing outreach strategies.

    + Fluency in Gmail and Google Applications, and the ability to quickly learn other software systems.

    + Demonstrated success partnering with public and private organizations, special interest groups, elected and appointed officials, in situations that may be politically sensitive.

    + Excellent reasoning, investigative, analytical, and problem-solving ability.

    + Effective communication style and interpersonal skills that incorporate consensus building and participative decision making.

    + Experience in dashboarding

    CONDITIONS OF EMPLOYMENT:
