Summary You will serve as the PMA-205 Advanced Programs Site Lead for the Naval Aviation Warfighting Development Center (NAWDC) Campus, located at Naval Air Station (NAS) Fallon, NV. Responsibilities You will lead an on-site technical team in the operation, maintenance and sustainment of advanced simulation and training systems. You will serve as Contracting Officer Representative (COR) and oversee vendor performance on service contracts by authorizing work, setting priorities, and validating payments. You will serve as the primary liaison to senior leadership, providing expert briefings on program status, risks, and strategic plans. You will manage the program budget, develop long-term funding forecasts, and provide input for annual financial planning cycles. You will direct the integration and testing of new technologies and system upgrades, ensuring they meet all operational and security requirements. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band (DA-05) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Leading technical teams and vendors in the operation, maintenance, and modernization of complex simulation systems to support high-stakes training and operational rehearsals; 2) Managing the full procurement and contract lifecycle, including developing statements of work (SOW), directing and evaluating vendor performance, and authorizing payments for services; 3) Serving as the lead program manager and liaison to senior leadership, responsible for strategic planning, reporting on system upgrades, managing budgets, and communicating complex technical risks; and 4) Overseeing the lifecycle of technical systems, including the integration of new capabilities, while ensuring strict compliance with security protocols for sensitive data and equipment.
