General Statement of Duties
Review and work closely with Project Managers and design consultants to review and develop accurate Right-of-Way plans that meet all State, City, Local, and MSD standards. Direct the preparation of Right-of-Way plans and supplement real estate services for easement and property acquisition. Provides support and technical assistance to appraisers, negotiators and property owners as needed. Responsibilities include researching property rights and recording documents at the Hamilton County Recorder’s office. Perform historical research of MSD and public records. Provide to the public, consultants, MSD and other agencies information and records as needed.

Knowledge of:
Principles of supervision, training and performance evaluation
Pertinent federal, state and local laws, codes and regulations
City and/or County policies, procedures and standards related to engineering.
Engineering principles, codes and regulations
Construction materials used in assigned area of responsibility.
Design techniques and principles
Principles and practices of drafting, using manual and CAD methods
Principles and practices of surveying.
Principles and practices of Wastewater Collection and/or Stormwater System Operations, including testing and inspections.
Engineering plans, maps, plats and other documents; engineering terminology
Computer software related to assigned area of responsibility.
Research and information retrieval methods.
Basic English grammar, usage and spelling.
Mathematics related to engineering
Real estate principles and practices (as appropriate to assignment).

Coordinate the organization, staffing and operational activities for the assigned program, including participation in the hiring processes
Provide forma supervision for engineering and civil technicians. (performance evals, approves time and leave, and corrective action)
Participate in the development and implementation of goals, objectives, policies and priorities.
Identify opportunities for improving service delivery methods and procedures Draft contracts and plans for projects
Direct, coordinate and review the work plan for assigned services and activities
Assign work activities and projects; monitor workflow
Evaluate work products, methods and procedures
Prepare and present staff reports and other correspondence as appropriate and necessary.
Complete drafting and design tasks for assigned projects.
Check the drafting/design work of support personnel; revise existing drawings
Manage and supervise active construction projects for Geotechnical containment and adherence to schedule
Review and approve ID billing
Assist in real estate research and negotiations over private property needed for City utility construction projects.
Conduct field investigations as required.
Conduct engineering work in the field.
Manage GIS editing provide geodatabase analysis. Geotechnical.
Utilizes a variety of Windows-based computer applications including GIS-based Computerized
Maintenance Management Systems, and web-based management tools.
Assists in answering requests for information from City officials of commissions, contractors, local organizations, and the public.
Reviews closed-circuit sewer television inspection reports.
Implements repair/replace/rehabilitation strategies consistent with the industry's best asset management principles.
Coordinates operation and maintenance projects with utilities, residents, and municipalities
Measure Key Performance Indicators (KPIs) for their group in order to increase efficiencies and productivity
Ensure quality work through Quality Assurance and Quality Control (QA/QC) Plans for the specific work being conducted
Ensure that site safety procedures and practices are enforced.
Review building permit applications, subdivision plans, service applications, and other related applications for compliance with appropriate regulations.
Assist those contacted in the course of duty in an effective, efficient, and professional manner.

Exercises direct supervision over technical and clerical staff.
Required Education and Experience
Eight years of technician experience performing any combination of the following technical tasks generating technical reports; reviewing or revising plans and drawings; collecting engineering data; analyzing engineering data; or troubleshooting facility performance issues.
Or
Six years of technician experience performing any combination of the following technical tasks generating technical reports; reviewing or revising plans and drawings; collecting engineering data; analyzing engineering data; or troubleshooting facility performance issues with an associate degree or equivalent (60 college semester hours total), from an accredit college or university, including 15 semester hours in major coursework in engineering, engineering technology, engineering computer applications, mathematics, or computer aided drafting or closely related fields.

Must have a valid Driver's License
Must be an excellent communicator and team builder.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.

Flexible Benefits Plans
Healthcare Flex Spending Account
City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.
Dependent Care Flex Spending Account
City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.
Transportation Expense Reimbursement Account
City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.
Healthy Lifestyles Program
City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.
Integrated Health Reimbursement Arrangement (HRA)
This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.
Retirement Plan
The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.
Deferred Compensation
As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
