The Red Gate Group is seeking an IT Project Manager to provide senior-level program leadership and IT project management support for a federal intelligence community customer. This position plays a critical role in overseeing complex IT programs, coordinating multi-disciplinary teams, and ensuring successful delivery of enterprise-wide initiatives across the Defense Intelligence Enterprise.
Responsibilities
+ Oversee and manage complex, state-of-the-art, new unique programs and/or projects related to information technology
+ Develop IT-related and operationally-focused requirements documents, including Concept of Operations (CONOPS), Joint Use Cases (JUC), and real-world scenarios based on Defense Planning Guidance (DPG) and Operational Plans (OPLAN)
+ Perform alignment activities of strategic directives and priorities to IT and technology-focused mission objectives
+ Coordinate the day-to-day activities of contract support teams and work with government leads on setting both immediate and strategic priorities along with building schedules and roadmaps
+ Ensure priority items are handled during the work week or defined sprint period
+ Assist government team leads in identifying blockers, dependencies, and establishing expectations for existing efforts and upcoming tasks
+ Facilitate operational concepts and requirements information exchanges, including integration activities with enterprise modernization and innovation pathways efforts
+ Support the development and maintenance of program schedules, dashboards, and performance metrics
+ Identify programmatic risks, issues, and dependencies, and provide mitigation recommendations for Government consideration
+ Prepare draft execution plans, roadmaps, and performance tracking reports to support Government decision-making
+ Develop and present position papers related to assignments that clearly articulate issues and present substantive conclusions and recommendations based on reviews and evaluations conducted
+ Develop, manage, synchronize, and integrate assessments and recommendations developed for senior leadership
+ Collaborate with team members and stakeholders to capture requirements and establish milestones while utilizing industry best practices, techniques, and standards throughout project execution
+ Support Government-led working groups, Integrated Product Teams (IPTs), and governance boards by preparing agendas, read-ahead materials, minutes, and action-item trackers
+ Schedule and coordinate knowledge sharing sessions
+ Work with Program Management Offices and sponsors to identify technology transition activities with the goal of shortening the timeline between technology development and fielding
+ Possess a thorough understanding of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process to effectively interface with relevant stakeholders and facilitate the allocation of resources
+ Prepare recurring and ad hoc reports, briefings, and data calls that provide program status, risk updates, and performance metrics to Government leadership
+ Maintain communication materials, dashboards, and repositories to support transparency and information sharing across stakeholders
Required Qualifications
+ Active TS/SCI security clearance
+ Master's Degree in Information Technology, Computer Science, Engineering, Business Administration, or related field
+ 12+ years of experience in IT project management or related field
+ Demonstrated experience managing complex, enterprise-level IT programs and projects
+ Strong knowledge of DoD Planning, Programming, Budgeting, and Execution (PPBE) process
+ Experience developing CONOPS, requirements documents, and strategic roadmaps
+ Proficiency in project management methodologies (Agile, Waterfall, hybrid)
+ Experience coordinating multi-disciplinary teams and managing stakeholder relationships
+ Strong skills in risk identification, mitigation planning, and issue resolution
+ Experience preparing executive-level briefings, position papers, and decision support materials
+ Excellent communication and leadership skills
+ Ability to manage competing priorities in a fast-paced environment
Desired Qualifications
+ Experience supporting federal government or intelligence community customers
+ Familiarity with Defense Intelligence Enterprise (DIE) systems and modernization initiatives
+ Experience with DCGS Family of Systems or similar intelligence systems
+ Knowledge of Joint Capabilities Integration and Development System (JCIDS) process
+ Experience with Software Acquisition Pathway (SWP) requirements
+ Understanding of Zero Trust architecture and cybersecurity program management
+ PMP, PgMP, or similar project management certification
+ Experience with DevSecOps and Agile transformation initiatives
+ Knowledge of Risk Management Framework (RMF) and ATO processes
