    The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Network Communication Section . This job title has an assigned pay grade of TS-320. Req.215959

     

    The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

     

    This position directs the Core Operations team within the Office of Technology Services (OTS) – Network Communication Services. This role is critical to the effective delivery and management of network and voice services to over 1,200 sites and 50,000+ users across state government. The Core Operations Director is responsible for managing highly complex network and voice infrastructure within the two primary state data centers, inter-data center connectivity, a five-node statewide backbone, and connections to private and public cloud environments, ensuring the continuity, scalability, and performance of the core infrastructure that supports all mission-critical state systems and services supporting internal and public-facing government applications. The incumbent also directs the staff that provide frontline incident support for all network and voice service issues. This director works closely with Edge Operations and Service Management to ensure timely and effective delivery and support of connectivity services for all supported state agencies and partner organizations.

     

    The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

     

    + Overseeing the state’s capital construction program

    + Working to provide state and federal grants for community development

    + Development of the state budget

    + Providing technology services

    + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services

    + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

    Minimum Qualifications

    Eight years of experience in information technology or administrative services; OR

     

    Six years of full-time work experience in any field plus six years of experience in information technology or administrative services; OR

     

    An associate's degree in information technology plus six years of experience in information technology or administrative services; OR

     

    A bachelor’s degree plus six years of experience in information technology or administrative services; OR

    A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus five years of experience in information technology or administrative services; OR

    A master’s degree plus five years of experience in information technology or administrative services.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

    Job Duties and Other Information

    Job Duties:

    Directs Operations of Core and Data Center Communications Infrastructure

    •Oversees planning, design, and operations of highly complex core network and voice infrastructure within OTS’ data centers and cloud environments.

    •Manages highly complex physical and virtual networking within and between state data centers and backbone sites. Supports infrastructure-related service requests and provisioning coordination.

    •Supports centralized systems/services/applications in conjunction with the Service Management and Edge teams as well as applicable vendors.

    •Ensures integration between centralized systems and distributed infrastructure managed by Edge team.

    •Supports incident and outage response planning, root cause analysis, and compliance tracking.

    •Coordinates closely with other NCS teams on projects, tickets, and vendor escalations.

    •Sets architecture standards, enforces network security policies, and ensures compliance with internal and external requirements.

    •Coordinates network consolidation and modernization efforts involving core systems.

    Directs NCS Incident Management

    •Oversees the NCS Incident Support team responsible for the intake, triage, and resolution of incidents related to network connectivity and voice services.

    •Coordinates with other NCS and OTS teams for escalations, handoffs, and resolution of complex or critical incidents.

    •Manages relationships with network and voice service vendors to ensure timely response and resolution of issues.

    •Ensures that customer service standards are met and operational processes are continuously improved.

    •Oversees incident documentation, ticket management systems, and reporting for performance metrics.

    Budgeting, Procurement & Financial Oversight for Core Services

    •Manages the financial aspects of core networking, including budgets, rate development, and expenditure tracking.

    •Leads procurement efforts for data center and core infrastructure hardware/software, including vendor evaluations and contract awards.

    •Ensures the alignment of service offerings and costs with customer needs and state standards.

    Personnel & Organizational Management

    •Directs the work of unit managers by evaluating performance, providing coaching, and managing staffing levels and workload distribution.

    •Conducts regular staff meetings to address technical issues, personnel matters, and operational goals.

    •Ensures that teams are trained on emerging technologies, tools, and processes to maintain effective service delivery.

    •Guides technical direction and organizational priorities for internal network operations.

    Strategic Planning and Governance

    •Leads the development of short- and long-term plans, network policies, and connectivity standards across the core and data center domains.

    •Analyzes the impact of federal, state, and local policies on core networking operations.

    •Coordinates with OTS executives to align section priorities with statewide IT strategy.
