Deputy Director - Infrastructure and Operations - R025417 Primary Location : DC-Washington : Employee Status : Regular Overtime Status : Exempt Job Type : Standard Work Shift: : 1st Shift : : Relocation Provided: : Yes Compensation Grade Low: : FR PAY GRADE D1 Compensation Grade High: : FR PAY GRADE D1 Minimum Salary: : $286,800.00 Maximum Salary: : $334,600.00 Posting Date : Jan 8, 2026 Position Description Summary: Lead the IT Division's Infrastructure and Operations organization and set the vision for help desk operations; networking; email and other external collaboration systems; mobile device management; audio/visual and conferencing capabilities; and data center and cloud infrastructure operations to deliver high-performing services to the Board. Direct infrastructure transformation initiatives including cloud platform strategy across multiple providers to build scalable, resilient systems with optimized costs through FinOps practices. Establish infrastructure-as-code standards, platform security controls, and comprehensive network architectures that meet evolving business demands while ensuring operational excellence. Develop and execute strategies that modernize the Board's technology foundation, enhance security posture, and enable business continuity and reliability. Serve as a trusted partner to Board business leaders on information technology issues and efforts. Stay current with emerging technologies and implement innovative solutions that balance operational stability with technological advancement. Demonstrate strong leadership skills to manage and develop the IT workforce. Effectively manage vendor relationships with cloud providers and other technology partners to maximize infrastructure value, innovation opportunities, and meet the Board's capability needs. Principal Duties and Responsibilities: • Owns the enterprise cloud platform strategy, architecture, and operational model; establishes infrastructure-as-code practices, deployment pipelines, and platform security controls that ensure secure, resilient cloud environments; implements cloud financial management disciplines to optimize spending while meeting performance requirements; provides enterprise-wide shared services including monitoring, logging, and container platforms; establishes cloud governance frameworks that balance innovation with regulatory compliance. • Provides executive leadership for the organization's technology continuity and disaster recovery program; establishes enterprise-wide resilience strategies that ensure critical infrastructure services remain operational during disruptive events; and directs testing and simulation exercises to validate recovery capabilities. • Leads the development of the Infrastructure and Operations function strategy and roadmap; ensures its integration with the Board's strategic planning processes and resulting execution plans. • Develops and executes strategic infrastructure consolidation initiatives across disparate technology environments; identifies opportunities to standardize platforms, eliminate redundancies, and optimize resource utilization; leads complex migration projects to rationalize infrastructure footprint while improving operational efficiency, enhancing security posture, and reducing total cost of ownership. • Serves as a trusted partner to business leaders and builds strong relationships to develop a clear understanding of infrastructure requirements; ensures delivery of services to meet those needs and can respond with agility to changing business priorities. Uses influence and negotiation skills to create synergies across the enterprise to enable cost-effective and robust shared solutions. • Stays current of new technologies and platforms and provides direction on what emerging technologies will be introduced and integrated within the enterprise. • Provides leadership, coaching, and direction to the IT leadership team and staff. Sets priorities, ensures accountability, reviews work products, facilitates talent management and succession planning, assesses development needs, and delivers coaching to ensure continuous development of skills, competencies, and the talent pipeline. • Serves on enterprise leadership committees to shape technology strategy and drive transformation initiatives to ensure solutions deliver optimal value to enterprise. Assists in the design, implementation, and support of the enterprise IT operating model, governance processes, and best practices. • Develops and controls annual operating and capital expenditure budget for Infrastructure and Operations organization and ensures it is consistent with organizational objectives. • Negotiates effectively and resolves conflicts to achieve technology goals while maintaining positive relationships with key stakeholders. Demonstrates balanced judgment and well-reasoned, objective decision making in situations that may involve complex issues and potentially adversarial circumstances. Additional Information (optional): The successful candidate will demonstrate expertise and proven leadership experience in the following critical areas: • Cloud Engineering & Operations: Extensive experience leading and implementing cloud operations at enterprise scale. • Agile Leadership: Proven ability to lead technology teams using agile methodologies and frameworks such as Scrum, Kanban, or SAFe. • Transformation and Outcome-Driven Leadership: Track record of successfully driving large-scale technology and organizational transformation initiatives. Consistent track record of delivering measurable business value through technology initiatives. • Change Management: Strong capability in managing complex change, including stakeholder communications and organizational adoption strategies. • Enterprise Operations: Experience running large-scale technology operations with high reliability and performance requirements. • Strategic Sourcing: Demonstrated expertise in outcomes-based sourcing strategies and vendor management. Knowledge, Skills and Abilities: • Strategic thinker with demonstrated strong project execution and project management capabilities, analytical skills, political savvy, and conflict mediation skills. • Demonstrated experience and commitment to fostering collaboration and employee engagement. • Ability to lead and manage staff and projects effectively, set priorities, assess performance, guide staff development and make budgetary recommendations. • Ability to balance competing interests among a variety of clients and readily readjust priorities to respond to pressing and changing client demands. Must be able to anticipate and meet the clients’ needs while maintaining high-quality end products. • Exceptional organization savvy and agility as demonstrated by ability to manage across organizational boundaries, building high performing teams, diminishing organizational silos, strengthening teams, and facilitating effective group and team dynamics. • Requires the ability to communicate effectively, both orally and in writing, with all levels of staff and management.
