    Position Summary:

    The Director of Quality Improvement provides leadership and oversight for all research, evaluation, and quality improvement activities conducted by WestCare Illinois at Sheridan Correctional Center. This role works closely with the Senior Scientist of Evaluation and Outcomes, Regional Vice Presidents, and program staff to support program implementation, develop evaluation plans, oversee data collection, and conduct both quantitative and qualitative evaluations. The position is also responsible for producing evaluation reports in compliance with federal confidentiality, privacy, and professional standards. Essential job functions include those listed below.

    Essential Job Functions:

    + Serve as an evaluation consultant for WestCare Illinois’ Sheridan Correctional Center program.

    + Design, implement, and monitor process and outcome evaluation workplans.

    + Track program fidelity, including adherence to program models, assessment tools, and surveys.

    + Assist administrative and program staff with the preparation of monthly, quarterly, and annual outcome and monitoring reports, ensuring accuracy and consistency.

    + Establish and maintain centralized databases for required reports and evaluation data.

    + Represent WestCare Illinois at quarterly Illinois Department of Corrections (IDOC) Quality Improvement meetings as needed.

    + Train staff in evaluation procedures, evidence-based practices, curricula, and assessment tools, or coordinate such trainings as necessary.

    + Collaborate with the Vice President of Corrections and Criminal Justice Business Development to support the development of new contracts.

    + Provide evaluation findings, including client outcome data, to the Board of Directors, senior leadership, and program leadership as requested.

    + Conduct staff education and training in research and evaluation topics in coordination with the Training Director.

    + Develop and conduct research projects aligned with organizational priorities.

    + Design, implement, and maintain statistical and research databases.

    + Train and supervise research assistants as assigned.

    + Assist in the development and refinement of departmental policies and procedures.

    + Support WestCare Illinois' performance improvement initiatives.

    + Design and develop questionnaires and surveys.

    + Embrace and embody the mission, vision, guiding principles, clinical vision, and goals of WestCare Foundation.

    + Perform other related duties as assigned.

    Qualifications

    Essential Qualifications:

    Certifications/Licenses:

    + None for this position.

    Education:

    + Master’s degree in social sciences, criminology, or a related field is required.

    + A PhD is preferred.

    Experience and Competencies:

    + Minimum of two years of experience conducting research or program evaluation within correctional or other secure facilities

    + Must be highly organized, detail-focused, and have excellent time management

    + Must possess strong computer skills

    + Excellent communication and interpersonal skills

    + Ability to pass an Illinois Department of Corrections background check

    + Ability to obtain and maintain OIG LEIE clearance

    + Ability to pass pre-employment drug screening

    + Ability to exercise good judgment and discretion

    + Ability to work well in a team environment

    + Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality

    + Must have professional appearance and demeanor

    + Ability to obtain and maintain CPR certification, first aid certification, and an annual tuberculosis test

    Working Conditions:

    + Work is remote but may be performed in an institutional or professional setting.

    + Local, regional, and out-of-state travel, including overnight stays.

     

    Essential Physical and Mental Demands of the Job

    The employee must be able to perform the following essential duties and activities with or without accommodation:

    Physical Demands:

    + Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment, including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 30 pounds. The use of computer and telephone systems is required, which involves coordination of the eyes and hands, as well as fine manipulation of the hands (such as typing, writing, and working with files). Requires the ability to defend oneself and clients in physically abusive situations using approved verbal de-escalation techniques.

    + Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.

    + Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.

    + Requires seeing: Clarity of vision at 20 inches or less and at a distance. This factor is required to complete documentation and computer-based tasks for many of the employee’s essential job functions, as well as to observe client behavior and activities in and out of the facility.

    + The normal work routine involves minimal exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.

    M ental Demands:

    + Requires the ability to collect and analyze complex quantitative, qualitative, numerical, and written data and verbal information to reach logical conclusions.

    + Requires the ability to work and cooperate with clients, co-workers, managers, external stakeholders, the public, and employees at all levels in order to exchange ideas, information, instructions, and opinions.

    + Requires the ability to work under stress and in emotionally charged settings.

    + The ability to defend oneself and clients in mentally/verbally abusive situations through the use of approved mental/verbal de-escalation techniques.
