Summary You will serve as a MANAGEMENT ANALYST in the Human Resources Department (HRD) of NMRTC CAMP PENDLETON CA. Salary Range GS-09: $70,507 - $91,664. Salary Range GS-11: $85,307- $110,905. Responsibilities You will consult with BUMED HRO when providing advisory services with the primary focus on recruitments/placement actions, recruitment strategies, recruitment sources, personnel action requests and special programs. You will interact with BUMED HRO on all personnel matters to include position, recruiting, classification, personnel actions etc. You will coordinate with BUMED HRO specialists to follow up on actions and aid management on actions not processed. You will develop and implement processes and controls to ensure data quality and integrity. You will review, evaluate and make recommendations consistent with manpower utilization and position management objectives on requests to establish new positions, revisions of restructures of existing positions, or changes of positions. Requirements Conditions of Employment Qualifications FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a wide range of methods used to gather, analyze and evaluate information concerning Manpower utilization and Human Resources Management Processes. Experience utilizing analytical and problem-solving methods and techniques to draw conclusions and recommend appropriate courses of action to supervisors and other management officials. Experience analyzing extensive Manpower program data and its relationship to other functions or programs within the Military Treatment Facility. Experience in applying Human Resource directing, regulations and programs to ensure compliance and respond to inquiries recommending appropriate courses of action to include referral to the BUMED HRO staff. Experience establishing and maintaining effective relationships, gaining confidence and cooperation of supervisors and managers on difficult issues. FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing assignments designed to build upon and develop broader and more in-depth skills and knowledge in Manpower and Human Resources Management under developmental supervision. Experience applying a range of methods to gather, analyze, and evaluate information to support program functions. Experience utilizing detailed instructions provided to develop analytical and problem-solving techniques and recommending courses of action for routine matters, referring more complex or unusual issues to the supervisor. Experience establishing and maintaining effective working relationships with supervisors and managers.
