Summary This Senior-Level position is located in the Office of Information Technology. The incumbent serves as the principal information management advisor to the Corporation, providing strategic leadership & direction for all information technology (IT) programs & activities required to achieve DFC's mission. The Chief Information Officer oversees the planning, development, implementation & management of a broad and extensive range of enterprise-wide IT initiatives that comprise the DFC IT Program. Responsibilities As Vice President and Chief Information Officer of the Office of Information Technology, you will: Provide executive-level strategic leadership and direction in planning, implementing and evaluating short- and long-range IT activities for the Corporation to support its strategic business plans and cross-functional business solutions. Formulate strategic vision, IT architecture and other resource plans. Lead an enterprise-wide IT capital planning program that includes selection, control and evaluation of IT investments. Serve as a Corporate-wide resource for major policy, program, or operational initiatives and provides advice on technical IT issues, which may impact the creation and maintenance of cooperative agreements with customers and stakeholders. Provide oversight in the development, implementation, and maintenance of a sound and integrated IT architecture for the Corporation and promote effective design and operation of all major information resource management processes. Provide oversight in the management of all IT resources, including staff and systems to effectively and efficiently meet service agency level objectives and overall performance expectations. Responsible for a comprehensive IT security program, including security policies, rules, regulations and laws, ongoing testing of security practices and systems, administration and support for operational security systems, assurance of program wide compliance, and support for IT security training programs. Create and maintain IT systems based on customer needs and requirements. Create a structure for communicating effectively to users and enhancing positive customer relations. Visualize the potential impact and potential use of the latest technologies on the future of international financial institutions and incorporate that information into the DFC's IT culture. Requirements Conditions of Employment Qualifications Applicants must meet all eligibility and qualification requirements upon the closing date of this announcement. You may qualify at the SL-00 level, if you fulfill the following qualification requirements: SPECIALIZED EXPERIENCE: Candidates must have at least one year of specialized experience related to this position. This experience must be at or above the GS-15 grade level or equivalent. Your resume must reflect experience leading an enterprise-wide information technology program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
