Summary This position is located within the U.S. Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), Office of Policy, Medical Programs Division. The mission of the FMCSA Medical Program Division is to promote the safety of America's roadways by ensuring commercial motor vehicle drivers engaged in interstate commerce are physically qualified to do so. Responsibilities The Program Analyst (Medical Programs): Assists in the development and interpretation of regulations, guidance, and policies relating to driver physical qualifications. Assists in the management of commercial motor vehicle driver medical programs. Monitors and audits the National Registry of Certified Medical Examiners. Analyzes data and drafts documents. Responds to inquiries from the motor carrier industry, state enforcement agencies, FMCSA field offices, Congressional offices, the medical community and the public. The ideal candidate is a customer-service oriented professional with strong research, writing, and project management skills and an interest in performing complex, mission-driven work with a national impact in a fast-paced environment. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience drafting, reviewing, and editing documents. Experience conducting research and analyzing data or information. To qualify for the GS-09 on Education alone, you must have: 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to research and analyze factual information.
