Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
Under the supervision of the Contracts and Procurement Compliance Manager, the Closeout Specialist (Senior Procurement Specialist) will establish and maintain an effective procurement closeout process to ensure all procurement actions are closed out in an effective and timely manner. This specialist must be a person of high integrity, and any other duties must not conflict with the compliance goals and objectives of the organization.
Key Responsibilities
+ Establish a closeout procedure that encompasses all types of procurement actions.
+ Reviews procurement files within the iCon repository to ensure completeness, accuracy, and compliance with all contractual terms, company policies, and applicable regulations.
+ Ensures all aspects of a subcontract are completed and documented, which includes verifying that all obligations, deliverables, and compliance requirements are met before officially closing out a subcontract.
+ Act as a liaison between the Procurement Specialist, the Subcontract Technical Representative, and the requesting organization.
+ Initiates and completes all required contract closeout actions to ensure performance has been completed, in accordance with MSTS policies and procedures.
+ Ensures verification of file completeness including, but not limited, to preparing and processing final payment documentation, de-obligating excess funds through formal modification, if necessary, obtaining subcontractor releases.
+ Ensures closeout audits are performed for cost reimbursement subcontracts.
+ Ensures all procurement files are archived in accordance with established records retention policies and procedures.
Qualifications
Due to the nature of our work, US Citizenship is required for all positions.
+ Bachelor’s degree in related field or equivalent training and experience with at least 5 years relevant, progressively responsible experience.
+ Preferred: Bachelor’s degree in business management or related field plus at least 5 years of relevant professional experience.
+ Government procurement and subcontracting experience required.
+ Department of Energy/National Nuclear Security Administration (DOE/NNSA) experience preferred.
+ Demonstrated skill and experience in computerized procurement systems and demonstrated proficiency with MS Office (Word, Excel, PowerPoint, and Access) software package.
+ Demonstrated skill to plan, organize, lead and monitor a wide variety of team efforts to their successful completion.
+ Must have excellent oral and written communications skills to effectively interface both internally and externally at all levels of staff and management including DOE/NNSA customers.
+ Demonstrated skill to establish and maintain strong and effective customer relationships and anticipate change and adjust promptly and effectively.
+ The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
+ Work schedule for this position will be 4/10's Monday through Thursday (hybrid schedule: two days on-site, two days remote; subject to change).
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid driver’s license.
Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘ _Identity, Credential, and Access Management_ ,’ and Supplemental Directive NNSA SD 206.2, ‘ _Implementation of Personal Identity Verification for Uncleared Contractors_ .’

Annual salary range for this position is: **$80,579.20 - $120,868.80**
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
