    Job Description

    Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.     Responsiblities

     

    The Operations Assurance organization is seeking a highly qualified Principal Regulatory Compliance Specialist to support ongoing projects associated with the Nevada National Security Site (NNSS).

    Key Responsibilities

    + Responsible for or assisting with the timely, accurate, and comprehensive reporting of events into the DOE Occurrence Reporting and Processing System (ORPS); evaluating these events for reporting to the DOE/OE; and monitoring their resolution.

    + Supports logistic needs, information requests, interview schedules, and general coordination during DOE Office of Enforcement Fact Finding and Investigations visits.

    + Identifies non-compliances related to safety and security regulatory enforcement implementation and compliance and promotes excellence in the Company’s compliance assurance and continuous improvement efforts.

    + Assists with monitoring of the Company’s compliance assurance program effectiveness and progress in moving toward a culture of critical self-evaluation and continuous improvement, and identifies organizational, interdepartmental, and Company issues.

    + Executes work in a disciplined manner to demonstrate compliance with the codes, laws, orders, and Company policy and procedures.

    + Performs special projects as necessary.

    + Performs research, data compilation and data analysis.

    + Organizes and leads Directorate staff meetings.

    + Coordinates and assembles Directorate metrics

    + Coordinates and assembles information requests from the Senior Director of Mission Assurance.

    + MAIST Representative for Operations Assurance.

    + Performs other duties as assigned by management.

    Qualifications

    Due to the nature of our work, US Citizenship is required for all positions.

     

    + Bachelor’s degree in worker safety and health, quality assurance, nuclear engineering, radiological protection, law, security, law enforcement or other related field or equivalent training and experience and at least 9 years’ relevant experience.

    + 9 years of experience in supporting DOE activities is preferred.

    + Must possess excellent oral and written communication skills.

    + Must have excellent research, negotiation, and analytical skills.

    + Must possess excellent interpersonal skills and ability to deal with all types of people in a tactful, professional, and effective manner while maintaining confidentiality.

    + Must have a thorough knowledge of the DOE Occurrence Reporting and Processing System and its implementing processes.

    + If filling a DOE Office of Enforcement related role, must have a thorough understanding of the provisions and applicability of 10 CFR 820, 10 CFR 824, 10 CFR 830, 10 CFR 850, 10 CFR 851, and DOE Office of Enforcement reporting processes.

    + Must have a thorough understanding of conduct of operations processes.

    + Must possess planning/organizing skills; be able to employ independent judgment, creativity and initiative; and be able to apply knowledge and experience to resolve problems, compose correspondence and technical reports, and accomplish goals where established procedures may not be specific.

    + Ability to pass a federal background investigation and obtain a “Q” Clearance.

    + Primary work location with be the North Las Vegas campus but may be required to travel to the Nevada National Security Site (NNSS) located approximately 65 miles northwest of Las Vegas, Nevada.

    + The primary work schedule is Mon-Thurs (4x10s) subject to change.

    + Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    + Must possess a valid driver’s license.

     

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg1-pgchg) , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

     

    **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.     Annual salary range for this position is: **$119,849.60/Yr. - $182,769.60**

     

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
