The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees performing intelligence analysis activities related to international drug trafficking and associated transnational organized crime, with a focus on the USNORTHCOM area, including the Mexico-United States border and interior of Mexico. Responsibilities Duty 1: Plans, organizes, and directs the activities of the JTF-N, Intelligence Production and Analysis Cross Functional Teams, ensuring that the intelligence activities comply with legal and regulatory requirements and meets customer needs Duty 2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Duty 3: Conducts all-source intelligence analysis and develops requirements and solutions. Conducts all-source intelligence analysis requiring comprehensive knowledge of analytical trade craft and JTF-Ns mission that will result in succinct interpretation and assessment of CD/CTOC threat organizations, their operational methods, capabilities, vulnerabilities, probable courses of action, and the threat they present to U.S. interests and to partner nations of the assigned area. Duty 4: Identifies intelligence gaps and initiates action across the interagency for the collection of information to fill identified gaps. Assesses CD/CTOC threats' methods, procedures, and trends, and recommends the subsequent decisions and actions to counter such threats. Duty 5: Represents the JTF-N, Intelligence Production and Analysis Cross Functional Teams with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with NORTHCOM, Intelligence Community, and Interagency partners. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the intelligence career field with a specialization in international drug trafficking and related transnational threats, including the ability to analyze trends, funding, and group relationships. Knowledge of safety and security regulations, practices, and procedures. 2. Knowledge of the Intelligence Cycle (Planning and Direction, Collection, Processing and Exploitation, Production, Dissemination and Integration, and Evaluation) and the principles, concepts, and methodologies of intelligence analysis including link analysis, tolls analysis, matrix analysis, traffic pattern and trend analysis, document exploitation, and database manipulation. 3. Knowledge of joint operations, current intelligent community issues, support to the full spectrum of military operations, and current intelligence to include policies, entities, missions, and resources planning. Knowledge of the missions, policies, operational procedures, and information systems used by federal law enforcement agencies within the Department of Justice (DOJ) and Department of Homeland Security (DHS). 4. Knowledge of all-source collection systems (i.e. SIGINT, MASINT, IMINT, and HUMINT), requirements formulation, validation and review processes within the Services, DOD, and national arenas, including Intelligence production process and the relationship of the process to ad hoc and standing collection requirement. 5. Skill in using commercial software applications along with Intelligence Community databases, to analyze transnational threats requiring the handling of classified and law enforcement sensitive data in accordance with established DOD and law enforcement policies and procedures. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to plan, organize, and direct the functions and staff of a small to medium sized organizational segment. CONDITIONS OF EMPLOYMENT CONTINUED: 1. This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment. Access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, and involvement in Top Secret Special Access Programs (SAP) is required to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. 3. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. 4. IAW DODI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DODI 3020-42, Defense Continuity Programs. 5. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. 6. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Position may be eligible for DCIPS STEM TLMS. **Salary ranges include local market supplements.** ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.
