    Summary The Department of Clinical Research Informatics (DCRI) is seeking a Nurse (Consultant-Informatics) to lead a dynamic team delivering secure, high-quality, customer-focused IT services that support innovative clinical care and biomedical research. A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required, a post-baccalaureate degree in an academic field related to Health/Nursing Informatics is ideal. Responsibilities Serving as a senior consultant and clinical analyst responsible for a broad array of informatics projects and initiatives within the National Institutes of Health, Clinical Center. Communicating with extra-departmental stakeholders to determine desired clinical and research processes that require documentation and critically think through technical options that support clinician workflow. Leading intra and extra-departmental teams through all phases of the system's development lifecycle (planning, designing, building, testing, training, implementing, and evaluating). Designing and carrying out educational experiences for system end users to increase competence. Developing, maintaining, and enhancing own leadership and project management skills through self-evaluation and ongoing professional development. Analyzing the capability of information technology to support programs of data integrity and security. Evaluating and refining clinical informatics system requirements based on user needs and workflow analysis, and translating these into application enhancement prototypes and workflow redesign. Evaluating Electronic Health Record (EHR) enhancements utilizing standard and accepted statistical and other tools. Evaluating user needs, system utilization, and clinical impact and develop recommendations for improvement. Analyzing clinical informatics needs, designing and optimizing clinical research software and systems, and implementing effective technology solutions. Requirements Conditions of Employment Qualifications In order to qualify for a Nurse (Consultant-Informatics), GS-610-13 position, you must possess the following: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. AND LICENSURE REQUIREMENTS: Possess a current, active, full and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. AND You must have passed the National Council Licensure Examination for Registered Nurses (NCLEX-RN) or you obtained licensure before the implementation of the NCLEX-RN. Individuals who have not passed the NCLEX-RN but meet all other qualification requirements will be subject to a comprehensive evaluation of both their education and experience prior to final appointment. AND You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Reviewing information-systems policies and procedures; helping develop strategies to manage system-implementation changes; applying clinical-systems knowledge to analyze and recommend design improvements; and assessing user requirements to translate clinical informatics needs into application-enhancement prototypes. A newly appointed or reappointed employee may receive service credit for prior work experience or active-duty uniformed service that otherwise would not be creditable for the purpose of determining his or her annual leave accrual rate. All creditable service must be directly related to the duties of the position being filled and decisions to allow for such credit must be finalized prior to the selectee's entrance on duty. A newly appointed or reappointed individual may receive a recruitment incentive. If selected, you may be eligible to receive a salary above the minimum based on superior qualifications and/or a special need of the Government for your services. This applies to employees paid under the General Schedule (GS) and Federal Wage System (FWS) pay systems and is at the discretion of the hiring manager. A salary above the minimum must be approved before the appointment. A one-year probationary period may be required upon selection/placement.
