Overall Responsibilities:
Project Renewal is seeking an experienced and highly detail-oriented Payroll Manager to oversee and manage the organization’s payroll operations for a large, multi-site workforce. This role is responsible for ensuring accurate, timely, and compliant payroll processing, managing payroll reporting and audits, and serving as the primary payroll subject-matter expert for the agency.
Reporting directly to the Chief Financial Officer, the Payroll Manager will partner closely with Finance and Human Resources to ensure strong internal controls, accurate payroll reporting, and compliance with all applicable regulations. This role is fully focused on payroll operations and payroll-related reporting.
Essential Duties and Responsibilities:
The essential duties of the Payroll Manager include but are not limited to the following activities:
Payroll Operations
+ Oversee and manage the full biweekly payroll process in coordination with the HRIS (Dayforce) Managed Services.
+ Review and validate time entries, paid leave, overtime, differentials, and special pay requests prior to payroll submission.
+ Process off-cycle payrolls, retroactive adjustments, reimbursements, and PTO payouts as needed.
+ Review payroll previews, identify discrepancies, and ensure corrections are made prior to final payroll commitment.
+ Serve as the primary point of contact for employee payroll inquiries related to pay, deductions, taxes, and earnings.
+ Ensure payroll processes comply with all federal, state, and local wage and hour laws and internal policies.
+ Coordinate with payroll vendors and system partners (e.g., Ceridian/Dayforce) on payroll updates, configuration changes, and issue resolution.
+ Manage year-end payroll activities including W-2 processing, tax filings, and reconciliations.
Payroll Reporting & Audits
+ Generate routine and ad-hoc payroll reports for Finance, leadership, audits, and compliance purposes.
+ Create and maintain payroll reports to support budgeting, forecasting, labor analysis, and reconciliations.
+ Partner closely with Finance on payroll-related General Ledger entries, reconciliations, and audit support.
+ Support internal and external audits by preparing payroll documentation and responding to audit requests.
+ Ensure payroll data accuracy and integrity through regular audits and reconciliations.
Documentation & Process Improvement
+ Develop, maintain, and update payroll SOPs, controls, and documentation.
+ Identify opportunities to improve payroll processes, efficiency, and internal controls.
+ Ensure consistent payroll practices across programs and departments.
+ Provide guidance and training to HR and management on payroll-related processes and timelines as needed.
Qualifications:
+ A degree or equivalent years of experience.
+ 15+ years of progressive payroll experience, including managing payroll for a large, complex workforce.
+ Strong working knowledge of payroll regulations, wage and hour laws, and payroll best practices.
+ Exceptional availability for Payroll processing.
+ Experience with Dayforce or similar enterprise payroll systems strongly preferred.
+ Advanced proficiency in payroll reporting and data analysis.
+ High level of accuracy, attention to detail, and ability to manage strict deadlines.
+ Strong organizational, problem-solving, and analytical skills.
+ Ability to handle confidential and sensitive information with discretion.
+ Willingness to work extended hours during payroll cycles, audits, or year-end processing as needed.
+ Proficiency in Microsoft Excel
