We are seeking an Asset Maintenance (AM) Program Manager to provide program-level leadership and strategic oversight for roadway asset maintenance across Florida’s Turnpike Enterprise. This role is the program owner for the Asset Maintenance function—responsible for defining strategy, setting performance expectations, and ensuring roadway assets are maintained in a manner that is risk-based, lifecycle-focused, and aligned with customer outcomes. While embedded within the Operations Centers to maintain situational awareness and influence decisions in real time, the AM Program Manager remains intentionally focused on program governance rather than day-to-day execution. The Asset Maintenance Program Manager ensures that Asset Maintenance contracts deliver the outcomes the agency intends—not simply the minimum work required—and that maintenance investments protect asset value, system reliability, and public trust.

    Your Impact

    • Establish a clear, enterprise-wide strategy for roadway asset maintenance.

    • Ensure Asset Maintenance contracts deliver consistent, high-value outcomes across all Operations Centers.

    • Improve asset condition, risk management, and lifecycle performance through data-driven decision-making.

    • Support predictable, customer-focused operations by aligning maintenance priorities with system needs.

    • Strengthen agency stewardship by connecting asset condition intelligence to funding, planning, and delivery decisions.

    Key Responsibilities

    Program Ownership & Strategy

    • Serve as the program-level owner of the Asset Maintenance Program across the Turnpike system.

    • Define asset maintenance objectives, priorities, and performance expectations aligned with enterprise goals.

    • Establish a consistent, risk-based approach to asset maintenance planning and prioritization across Operations Centers.

    • Ensure maintenance strategies balance safety, customer experience, asset condition, and lifecycle cost.

    Contract & Performance Governance

    • Own program-level accountability for Asset Maintenance contract performance and outcomes.

    • Establish KPIs, thresholds, and performance expectations in coordination with the Maintenance Deputy Program Manager and Contracts Manager.

    • Support directed work decisions by ensuring they are grounded in asset condition, risk, and program intent.

    • Identify systemic performance issues and recommend corrective actions or program adjustments.

    Lifecycle Planning & Risk Management

    • Integrate asset condition data, Maintenance Rating Program (MRP) results, and field intelligence into lifecycle planning.

    • Identify emerging asset risks and prioritize proactive maintenance interventions.

    • Coordinate asset maintenance strategy with construction, capital programs, and long-term investment planning to avoid rework and inefficiencies.

    Operations Center Integration

    • Operate as an embedded strategic leader within the Operations Centers to maintain real-time awareness of operational conditions.

    • Participate in planning and prioritization discussions to ensure asset considerations inform operational decisions.

    • Collaborate with Maintenance Managers, Asset Maintenance Coordinators, and Operations Center leadership without assuming execution authority.

    Data, Technology, and Decision Support

    • Leverage CMMS, GIS, dashboards, and performance analytics to inform program decisions.

    • Ensure asset data is reliable, actionable, and used consistently across the enterprise.

    • Translate data and trends into clear insights, recommendations, and executive-level briefings.

    Leadership & Advisory Support

    • Provide completed staff work to FDOT leadership, including analysis, options, impacts, and recommendations.

    • Support the Maintenance Deputy Program Manager in aligning maintenance programs across Operations Centers.

    • Contribute to the development of future Asset Maintenance contract scopes, delivery models, and performance incentives.

    * Bachelor’s degree in Civil Engineering, Construction Management, Asset Management, or a related field.

    * Minimum of 8-10 years of experience in transportation maintenance, asset management, or infrastructure program leadership.

    * Demonstrated experience managing maintenance or asset programs at a program or enterprise level.

    * Strong understanding of roadway asset types, maintenance strategies, and performance-based delivery.

    * Ability to synthesize technical, operational, and financial information into executive-level recommendations.

    * CS-300 certification (or ability to obtain).

    Ideally, here’s what you will also have:

    * Registered Professional Engineer (PE) in the State of Florida or ability to obtain by reciprocity.

    * Experience working within an Operations Center or integrated delivery environment.

    * Familiarity with Maintenance Rating Programs (MRP), asset condition indices, and lifecycle planning tools.

    * Experience shaping or managing performance-based maintenance contracts.

    * ICS-400 certification.
